With a quorum of the City Council Members present, Mayor Price called the Fort Worth City
Council Work Session to order at 3:05 p.m. on Tuesday, January 24, 2017, in City Council
Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas.

Resolution on pay for appointed officials — modified motion to remove the hearing
officer.

Fire Department—ISO Class 1 rating
Doug Wiersig, TPW to introduce the new Assistant Director of Capital Delivery,
Kimberly Arnold.
Steve Cooke, Property Management Director recognized Sam Steel and Sam Gunderson
who were instrumental in achieving he Better Builder Award.
Michelle Gutt, Community and Public Engagement, recognized members of her staff and
presenters at the Fort Worth Neighborhood Awards.

Donation of Eight 2017 KTM 350-EXC-F Dual Sport Motorcycles Valued in the
Amount of $95,196.64 from the Tarrant Regional Water District (Continued
from December 13,2016 by Staff) May be continued to January 31, 2017.
C. M&C G-18919 - (ALL COUNCIL DISTRICTS) - Conduct Public Hearings on
the Need to Continue the Curfew Ordinance for Minors, Review the City's
Curfew Ordinance for Minors and Its Effects on the Community and on
Problems the Ordinance was Intended to Remedy and Adopt Ordinance
Amending Section 23-19 of City Code, Curfew Hours for Minors, to Extend the
Curfew for an Additional Three Years (PUBLIC HEARING) (Continued from
December 13, 2016 by Council Member Zimmerman) Hold 2nd hearing tonight
and act on the M&C.

4. Overview of Significant Zoning Cases - Dana Burghdoff, Planning and Development
5. Briefing on Alliance Texas Economic Impact Report - Mike Berry, Hillwood
Development Corporation
Alliance Texas is a 17,000 acre master-planned community with $8.6 billion in capital
investment, 47,457 employees, 470 companies and 43.3 million square feet of
development.
6. Briefings on Housing Issues
Introduction - Fernando Costa,Assistant City Manager
Multi-Family Residential Development Trends - Randle Harwood, Planning and
Development
Mr. Harwood reviewed the current demographic trends, desire for walkable places and
the impact of these trends on development in Fort Worth. He showed a heat map of the
locations of new multifamily units. He reviewed the housing demand in Downtown. He
also reviewed the Multifamily and Mixed-Use policies in the 2016 Comprehensive Plan
as well as visions for certain areas of the city.
Proposed Process to Prepare Assessment of Fair Housing - Aubrey Thagard,
Neighborhood Services
Mr. Thagard reviewed the process for the Assessment of Fair Housing that is due to HUD
before January 1, 2018. He noted that there would be significant community
participation.
There was concern about the public participation piece and a lack of knowledge about
affordable housing.
7. City Council Requests for Future Agenda Items and/or Reports
Council Member Kelly Allen Gray:
Requested that the Joint Meeting with the Homelessness Commission be moved to a
night meeting on a day that doesn't have a Council meeting and a location that will be
large enough for the expected crowd.
Council Member Bivens:
Extend the notification for zoning changes outside the current statutory limits for
commercial and multifamily.
Explanation of why the number of sexual assaults going up.
Clarification on how notification of crime incidents comes to Council.
Return to the use of the City Page in the newspaper

Council Member Cary Moon:
Multifamily - can we distinguish through zoning between senior and non-senior
developments?
For the 10 affordable housing projects coming on in the next 30 days can we find out
which are paying taxes and which are not?

290)
There being no further business, Mayor Price adjourned the City Council Work Session at
5:16 p.m.
