HomeMy WebLinkAboutResolution 3636-07-2008A Resolution No. 3636-07 2008 AUTHORIZING THE APPLICATION FOR AND ACCEPTANCE OF $343,575 IN GRANT FUNDS FROM THE FISCAL YEAR 2009 CRIMINAL JUSTICE DIVISION GRANT FUNDS, THE PROVISION OF $189,688 IN MATCHING FUNDS AND THE MAKING OF ASSURANCES REQUIRED BY THE CRIMINAL JUSTICE DIVISION OF THE GOVERNOR'S OFFICE WHEREAS, each year the Cnmmal Justice Division of the Governor's Office ("CJD") funds grant projects throughout the state, and WHEREAS, the City of Fort Worth ("City"), by and through its Police Department, has wntten four grant applications for submission to the CJD for the FY 2009 Grant Cycle for the following projects. 1 Salary fnnge benefits, traimng, vehicle rental and insurance for one Sex Crimes Registration and Momtonng ("SCRAM") Cold Case Detective. This project will focus on the investigation of sexual assault cold cases. The total amount dedicated to this goal would be $100 170 $88 710 provided by CJD with the City's match being $11 460 2. Salary fnnge benefits, travel, vehicle rental and insurance for one Homicide Cold Case Investigation Detective. This project will allow one detective to work full time on investigahon of unsolved homicides. The total amount dedicated to this goal would be $114 181 $78 633 provided by CJD wrth the City's match being $35,548 3 Salary and fnnge benefits for two Victim Assistance Specialists. This project will allow the two specialists to assist the Domestic Assault Response Team ("DART") and focus on the following: (1) providing follow up services to victims of domestic violence and (2) providing prevention education and outreach. The total amount of dedicated to this goal would be $76,232, $122,348 provided by CJD wrth the Crty's match being $46 116 4 Salary and fringe benefits for two DART Detectives. This project would provide two detectives who would be dedicated to the investigation of family violence offenses and would work in conjunction with staff and volunteers under the DART project. The total amount dedicated to this goal would be $196,564, $100 000 provided by CJD wrth the City's match being $96,564 and WHEREAS the City Council of the City of Fort Worth ("Crty Council ') finds rt m the best interest of the citizens of Fort Worth that the above numbered and outlined projects be operated for the Fiscal Year 2009 Grant Cycle, and WHEREAS, the approval by CJD of the grant application is contingent upon the passage of a resolution by the City containing certain assurances, RESOLUTION NO 3636-07 2008 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. 1 That the City Council approves submission of grant applications to the Officer of the Governor Criminal Justice Division, for the projects named and enumerated above, 2. That the City will provide the above mentioned applicable matching grant funds for the named and enumerated projects in the total amount of $189 688 3 In the event of loss or misuse of the CJD grant funds, the City assures that the funds will be returned to the Cnmmal Justice Division in full, 4 That the City designates First Assistant City Manager Joe Paruagua as the City's authorized official m connection with these grants, and 5 That the Crty gives Joe Pamagua the power to apply for accept, reject, alter or terminate these grants on behalf of the Crty ADOPTED THIS By. Authorizing the City Manager to designate the Assistant City Manager who oversees the Police Department as the authorized official to accept, reject or alter the Criminal Justice Division Grants after they are awarded and d Providing assurance that funds will be returned to the Criminal Justice Division in full in the event of loss or misuse of Criminal Justice Division Grant funds 2. Authorize the City Manager to transfer $178 228 from the State Awarded Assets Fund to the Grants Fund for the City's match of the Homicide Cold Case Investigation Domestic Assault Response Team and Enhanced Domestic Assault Response Team grants, 3 Authorize the City Manager to transfer $11 460 from the Federal Awarded Assets Fund to the Grants Fund for the City's match of the Sex Crimes and Registration Monitoring Cold Case Detective grant; and 4 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $533 263 upon receipt of the grants DISCUSSION Each year the Criminal Justice Division (CJD) of the Governor's Office funds grant projects throughout the state The Police Department has written four grant applications for the Fiscal Year 2009 Grant Cycle Each project is described below Logname 35CJDGRANTSFY09 Page 1 of 3 Sex Crimes Registration and Monitoring (SCRAM) Cold Case Detective -Total $100 170 (CJD $88 710 City Match $11 460) This project will focus on the investigation of sexual assault cold cases Grant funds will provide for one Detective whose sole purpose is to clear approximately 50 cold case reports that are over one year old If the grant is awarded funds will be used for salary and fringe benefits for one Detective training vehicle rental and insurance This application is in its first year of funding Homicide Cold Case Investigation Total $ 114 181 (CJD $78 633 City Match $35 548) This project will allow one Detective to work full time on investigation of unsolved homicides. If the grant is awarded funds will pay for the detective s salary fringe benefits travel vehicle rental and insurance This is a continuation application for an eighth year of funding Domestic Assault Response Team (DART) -Total $122 348 (CJD $76,232 City Match $46 116) The DART grant budget includes two Victim Assistance Specialists These personnel will be focused on two activities (1) providing follow-up services to victims of domestic violence and (2) providing prevention education and outreach The grant budget includes salary fringe benefits training supplies and outreach materials. This is a continuation application for an eleventh year of funding Enhanced Domestic Assault Response Team (Enhanced DART) -Total $196 564 (CJD $100 000 City Match $96 564) The Enhanced DART project provides funding for two Detectives who are dedicated to investigation of family violence offenses The Detectives work in conjunction with staff and volunteers under the DART project.
