HomeMy WebLinkAboutResolution 4742-02-2017 A Resolution NO. 4742-02-2017 AUTHORIZING APPLICATION AND ACCEPTANCE OF FISCAL YEAR 2016 HOMELAND SECURITY GRANT FROM THE STATE OF TEXAS, OFFICE OF THE GOVERNOR WHEREAS, on November 8, 2016, the City Council of the City of Fort Worth ((the "City Council") approved Mayor and Council Communication G-18875 authorizing application and, if awarded, acceptance of a Fiscal Year 2016 Homeland Security Grant from the State of Texas, Office of the Governor; and WHEREAS, the City Council finds it in the best interest of the citizens of the City of Fort Worth that the following projects (collectively, the "Projects") be operated: • Urban Area Security Initiative Grant 2981202 — Fire Explosive Ordnance Disposal (EOD) Enhancement in the amount of $257,400.00; • Urban Area Security Initiative Grant 2981302 — Critical Infrastructure/Key Resource Project in the amount of $160,000.00; • Urban Area Security Initiative Grant 2981402 — Direction and Control Project in the amount of $409,058.60; • Urban Area Security Initiative Grant 2981502 — Fire Enhancement Project in the amount of $702,610.00; • Urban Area Security Initiative Grant 2981602 — Helicopter Enhancement Law Enforcement (LE) Project in the amount of $619,000.00; • Urban Area Security Initiative Grant 2981702 — Public Education Enhancement in the amount of $69,999.96; • Urban Area Security Initiative Grant 2981802 — Planning Project in the amount of $618,516.70; • Urban Area Security Initiative Grant 2982002 — '_Management and Administration in the amount $149,294.00; and WHEREAS, the City Council agrees that in the event of loss or misuse of the Office of the Governor funds, the City Council assures that such funds will be returned to the Office of the Governor in full; and QRTWO WHEREAS, the City Council designates any Assistant City Manager as the grantee's authorized official. The authorized official is given the power to apply for, accept, reject, alter or terminate the grant on behalf of the applicant agency; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: THAT the City Council of the City of Fort Worth approves submission of the grant application for the Projects specified in the Recitals above to the Office of the Governor. DISCUSSION: On November 8, 2016, the City Council authorized the acceptance of the Fiscal Year 2016 Homeland Security Grant administered by the State of Texas, Office of the Governor via the approval of Mayor and Council Communication (M&C G-18875). As a result, the City of Fort Worth (City) was awarded a credit in the amount of$2,987,850.00 under the Homeland Security Grant Program - Urban Area Security Initiative (HSGP-UASI) for the procurement of homeland security related equipment and services. The HSGP-UASI grant was previously administered by the Texas Department of Public Safety and is now administered by the Office of the Governor, which has added a new requirement. Prior to the funds being disbursed, the Office of the Governor is requiring the City Council, as the governing body, to formally adopt a resolution authorizing the same actions approved in (M&C G-18875). Going forward, all Mayor and Council Communications (M&C's) requesting approval of the application of the HSGP-UASI grant will have a resolution attached, for so long as such is required by the State. To satisfy the State requirements, the attached resolution is based on the form provided from the State, and (i) provides authorization for the submission, and if awarded, acceptance of the 2016 Homeland Security Grant Program funds from the State of Texas, Office of the Governor; (ii) affirms acceptance and agreement that in the event of loss or misuse of the Office of the Governor funds, the City Council assures that such funds will be returned to the Office of the Governor in full; and (iii) designates any Assistant City Manager as the grantee's authorized official. The authorized official is given the power to apply for, accept, reject, alter or terminate the grant on behalf of the applicant agency. This contract will be with a governmental entity, state agency or public institution of higher education: United States Department of Homeland Security through the State of Texas, Office of the Governor. The grant has no local match requirement. At the time of application of the grant, the Department did not include indirect costs in its application.
