HomeMy WebLinkAboutResolution 3653-09-2008A Resolution NO 3653-09-2008 AFFIRMING THE CITY COUNCIL'S SUPPORT FOR THE RETROFIT OF WEST ROSEDALE STREET FROM 8th AVENUE TO SOUTH MAIN STREET AS A FOUR LANE DIVIDED ARTERIAL, WITH ENHANCED STREETSCAPE ELEMENTS FROM FOREST PARK DOULEVARD TO INTERSTATE HIGHWAY 35W WHEREAS, the Texas Department of Transportation (TxDOT) has designed and built West Rosedale Street as a six lane divided arterial pursuant to a minute order passed by TxDOT and accepted by the City of Fort Worth in 1990 and WHEREAS, the City has determined that a more pedestrian-oriented four lane divided arterial would be more conducive to vehicular and pedestrian safety improved air quality and the economic development of the Near South Side of Fort Worth while accommodating protected traffic volumes at an acceptable level of service and WHEREAS, the City Council wishes to affirm its support for the retrofit of West Rosedale Street into a more pedestrian friendly and context sensitive four lane divided arterial and to amend the City s Master Thoroughfare Plan accordingly and WHEREAS, the estimated cost of the retrofit and enhanced streetscape is approximately $6 2 million with local agencies having made the following funding pledges for this protect the City $2 1 million, Tax Increment Reinvestment Zone No 4 $2 1 million, and the Regional Transportation Council $2 0 million and WHEREAS, the City s $2 1 million share for the West Rosedale Street retrofit protect includes $1 0 million from the 2007 Critical Capital Needs Program $500 000 m surplus funds from the City s local match for the original TxDOT widening protect $300 000 from the Transportation Grant Matching portion of the 2008 Capital Improvement Bond Program, and $300 000 from the North Central Texas Council of Governments (NCTCOG) 2005 Sustainable Development Program and WHEREAS the City of Fort Worth Tax Increment Reinvestment Zone No 4 has agreed to be responsible for any additional funding needs should protect costs exceed $6 2 million NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS, THAT 1 The City Council affirms its support for the retrofit of West Rosedale Street into a more pedestrian friendly and context sensitive four lane divided arterial and RESOLUTION NO 3653-09 2008 2 The City Council requests the City Manager to initiate an appropriate amendment to the City s Master Thoroughfare Plan so as to reclassify West Rosedale Street from a six lane divided principal arterial to a four lane divided `mayor" arterial Adopted this 9th day of September 2008 ATTEST ,~ ~~~ CITY CQUNCiL ~~ A~~ ~~ "~ ~ SEP 0 9 1008 By ~"- .~ ` y - - -- Marty~Hendrix Ci y S~`ec etary ~h ~~~~~,,,,~ ~,~ ~~ p.. ~ City"S~e`cr~etary of the ~, ~, ~,;, ;~ City of Ford Worth, Texas #. ~ ~ ~° ,~; x,~ ~:~ ~„ .t,
