I. CALL TO ORDER
With a quorum of the City Council Members present, Mayor for the Day Sydney Russell, a
student at Fort Worth Country Day School, called the regular session of the Fort Worth City
Council to order at 7:04 p.m. on Tuesday, January 31, 2017, in the City Council Chamber of the
Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas.
II. INVOCATION—Bishop Keith L. Ackerman, Saint Timothy Episcopal Church
The invocation was provided by Bishop Keith L. Ackerman, Bishop of Quincy and Vicar of St.
Timothy Anglican Church in Fort Worth.
III. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited.
IV. CONSIDERATION OF MINUTES OF THE CITY COUNCIL REGULAR
MEETING OF JANUARY 31,2017
Motion: Council Member Jordan made a motion, seconded by Mayor Pro tem Shingleton,
that the minutes of the City Council Work Session and Regular meeting of
January 24, 2017, be approved. Motion passed 9-0.

1. Upcoming and Recent Events
Mayor Price, Mayor Pro tem Shingleton, Council Members Moon, Bivens, and Allen Gray
announced upcoming and recent events within the City and various Council districts.
2. Recognition of Citizens
Mayor Price presented a Certificate of Recognition Mr. Vic Henderson, President, and Mr. Jack
Stevens, Vice President, of Tarrant Regional Water District, for their donation of eight 2017
KTM 350-EXC-F Dual Sport Motorcycles to the Fort Worth Police Department approved by
Mayor and Council Communication G-18916 on January 24, 2017.
Mayor Price congratulated Council Member Jordan for receiving the Tarleton State University
2017 Stability with Integrity Legend Award.
3. Approval of Ceremonial Travel
Motion: Mayor Pro tem Shingleton made a motion, seconded by Council Member Bivens, that
ceremonial travel be approved for Mayor Price on February 6, 2017, to San Antonio,
Texas, with the Sid Richardson Foundation to tour charter schools interested in
locating to Fort Worth as part of the education initiative.Motion passed 9-0.

XIII. RESOLUTION
1. A Resolution Adopting Rules Governing the Receipt of Electronic Bids and
Proposals in Accordance with Section 252.0415 of the Texas Local Government
Code
Motion: Council Member Jordan made a motion, seconded by Council Member Moon, that
Resolution No. 4735-01-2017 be adopted. Motion passed 9-0.
2. A Resolution to Notify the Board of Trustees of the Employees' Retirement
Fund of the City of Fort Worth That The Fort Worth City Council Intends to
Consider and Vote On Amendments to the Retirement Ordinance for Members
That Will Reduce a Non-Accrued Benefit Provided by the Retirement System
Motion: Mayor Pro tem Shingleton made a motion, seconded by Council Member Bivens,
that Resolution No. 4736-01-2017 be adopted. Motion passed 9-0.
3. A Resolution Approving for Purposes of Section 147(f) of the Internal Revenue
Code of 1986, the Multifamily Housing Revenue Bonds to be Issued by Trinity
River Public Facility Corporation for the Cowen Court Apartments and
Wellington Court Apartments
Motion: Council Member Allen Gray made a motion, seconded by Council Member
Zimmerman, that Resolution No. 4737-01-2017 be adopted. Motion passed 9-0.
XIV. REPORT OF THE CITY MANAGER
B. General
1. M&C G-18937 - Conduct a Public Hearing on the Application by FW Cavile
Development, LP, to the Texas Department of Housing and Community Affairs
for Non-Competitive Housing Tax Credits for the Cowen Court Apartments to
be Located at Approximately 4908-4912 East Rosedale Street and Wellington
Court Apartments to be Located at Approximately 5400-5420 East Rosedale
Street and Adopt Resolutions of No Objection to the Application (COUNCIL
DISTRICT 5) (PUBLIC HEARING)

Motion: Council Member Bivens made a motion, seconded by Mayor Pro tem Shingleton,
that the public hearing be closed, Mayor and Council Communication G-18937 be
approved, and Resolution Nos. 4738-01-2017 and 4739-01-2017 be adopted.
Motion passed 9-0.
F. Award of Contract
1. M&C C-28097 -Authorize Execution of Change Order No. 9 to City Secretary
Contract No. 46343 with Imperial Construction, Inc., to Increase Funding for
the Meacham Administration Building Renovation Project to Include Finish-
out Construction for the Customs Facility, Authorize Use of Revenue Derived
from Mineral Leases on Airport Property in an Amount Up to $1,200,000.00 to
Fund Costs Associated With this Project at Fort Worth Meacham
International Airport for a Revised Total Project Amount of $22,637,882.00
and Adopt Appropriation Ordinance (COUNCIL DISTRICT 2)
Motion: Council Member Espino made a motion, seconded by Council Member Bivens,
that Mayor and Council Communication C-28097 be approved and Appropriation
Ordinance No. 22588-01-2017 be adopted with appreciation. Motion passed 9-0.
XV. PUBLIC HEARING
1. Conduct Second Public Hearing for the Proposed City-Initiated (AX-06-011)
Annexation and Authorize Initiation of Rezoning for Approximately 19.77
Acres of Land in Tarrant and Denton Counties, Located in the Far North
Planning Sector, East of IH-35W, North of Old Denton Road and Along
Elizabethtown Cemetery Road (FUTURE COUNCIL DISTRICT 7 (AREA 3-1)

2. Conduct Second Public Hearing for Proposed City-Initiated Annexation
(AX-16-008) of Approximately 70.69 Acres of Land in Tarrant County, Located
in the Far South Planning Sector, South of the Crowley Road/Risinger Road
Intersection (FUTURE COUNCIL DISTRICT 6) (Area 47)

b. Citizen Comments
Mr. Paul Wells 10128 Crowley Road, Crowley, Texas, appeared before Council in support of
AX-16-008, the proposed city-initiated annexation.
c. Council Action
Council Member Jordan stated that the annexation would proceed for all vacant land within the
defined areas but would not include land already occupied by businesses. Annexation of the
occupied properties will be delayed for five years in the annexation program, and then
considered for annexation within state law. He pointed out the benefit of annexing the vacant
property and applying zoning to ensure that it was compatible not only with the City's
Comprehensive Plan but also the interests of the existing businesses.
Motion: Council Member Jordan made a motion, seconded by Mayor Pro tem Shingleton,
that the public hearing be closed. Motion passed 9-0.

The City Council, at its meeting of January 24, 2017, continued Zoning Docket ZC-16-157:

Mayor Price opened the public hearing.
Motion: Council Member Allen Gray made a motion, seconded by Council Member
Zimmerman, that Zoning Docket ZC-16-157 be approved as amended to
"PD/A-5" plus triplex, site plan included to provide for paved parking,
landscaping, and no parking in the rear of the lot. Motion passed 9-0.

Motion: Council Member Allen Grav made a motion, seconded by Council Member
Bivens, that Zoning Docket k-16-203 be approved. Motion passed 9-0.
There being no one else present desiring to be heard in connection with the recommended
changes and amendments pertaining Zoning Ordinance No. 13896 for the above-listed cases,
Council Member Allen Gray made a motion, seconded by Council Member Bivens, that the
hearing be closed and Ordinance No. 22589-01-2017 be adopted. Motion passed 9-0.
