With a quorum of the City Council Members present, Mayor Price called the Fort Worth City
Council Work Session to order at 3:02 p.m. on Tuesday, January 31, 2017, in City Council
Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas.
1. Report of the City Manager- David Cooke, City Manager
a. Changes to the City Council Agenda
There were no changes to the City Council Agenda.
b. Upcoming and Recent Events

2017 Audrey Nelson Community Development Achievement Award
Fernando Costa, Assistant City Manager announced that the City of Fort Worth has been
selected to receive the 2017 Audrey Nelson Community Development Achievement
Award from the National Community Development Association for the Southeast
Community Health Center Project.

Kirk Slaughter, Public Events Director introduced Stacey Church, the new Assistant
Public Events Director of Facilities.
Carman, Water Director introduced Chris Harder, the new Assistant Water Director of
Engineering and Regulatory.
Fernando Costa, Assistant City Manager introduced Marilyn Marvin, the new Assistant
Library Director of Operations& System-Wide Services.

1. IR 9982: Requests for City to Subordinate its Loans Made with Federal Grant
Funds
2. IR 9983: Roadway Intersection View/Sight Triangles
3. IR 9984: Schedule of Parking Rates and Charges for the Municipal Parking

2. Current Aizenda Items - City Council Members
Councilmember Jordan asked that City Manager Cooke speak to the Resolution on the
January 31, 2017, agenda related to the Employees Retirement Fund. Mr. Cooke noted
that this resolution gives notice to the Board of the Retirement Fund that at a future
meeting the City is changing the definition of Regular Interest rate applied to member
contributions upon separation from the City and they forgo a pension benefit.

b. ZC-16-203 - (COUNCIL DISTRICT 8 - Kelly Allen Gray) Vertex Asset
Partners, LP, 3097 Yuma/2942 S. Riverside; From: "UR" Urban Residential
To: "PD/UR" Planned Development for all uses in "UR" Urban Residential for
272 multifamily units with 4 stories and height limited to 50 ft. and waivers to
two design standards: 1) the depth of the facade variations and 2) maximum
entry distance of 125 ft.; site plan included (Recommended for Approval by the
Zoning Commission) (Continued from January 24, 2017 by Council Member
Allen Gray)

Councilmember Allen Gray indicated that she is ready to move forward on both of the
listed items.
4. Follow-up on National Center for State Courts Report - Theresa Ewing, Municipal
Court
Theresa Ewing,Municipal Court Director will provide the briefing on the National
Center for State Courts Report.
The purpose of the National Center for State Courts Report was to analyze operations and
structure of the Fort Worth Municipal Court. Ms. Ewing provided a performance
assessment and updated the Council on ongoing changes to the Court management and
processes.
5. Presentation on the Success of the Marshal's Division - Municipal Court - Theresa
Ewing and Marshal David Camp, Municipal Court
Marshal David Camp will provide an overview of the Municipal Court - Marshal's
Division He highlighted the following area:
• Building Security Section
• Warrant Section
• Lake Patrol
6. Briefing on Arterial Fences - Randle Harwood, Planning and Development and
Brandon Bennett, Code Compliance
Mr. Harwood provided a review of arterial fence requirements for one and two family
subdivisions. He reviewed maintenance standards and responsibility. Council expressed
concern about the costs and the feasibility of having long stretches of fencing along
arterials.
7. Briefing on 2017 Housing Tax Credit Applications - Aubrey Thagard,
Neighborhood Services
Mr. Thagard updated Council on the policy for 2017 Housing Tax Credit Applications.
He reviewed the number of applications received (85) and the funding request,
$24, 573,031. He also reviewed where the projects are located and.the breakdown of
types of units. He reviewed what projects in 2017 could potentially have a tax exempt
status and the public notification process. Council noted that there were concerns about
the notification process and the general knowledge about affordable housing. There is a
desire to have a more strategic plan for affordable housing.

8. City Council Requests for Future Agenda Items and/or Reports
Council Member Zadeh asked for an overview of parking throughout the city.
Council Member Bivens requested and update on the number of homicides and how to
mitigate contributing situations.
Council Member Jordan raised concerns about utility cuts in new streets and how they are
repaired.
Mayor Price requested that the Texas Pledge be added to the Council Agenda.
There being no further business, Mayor Price adjourned the City Council Work Session at 4:29
p.m.
