HomeMy WebLinkAboutResolution 3679-11-2008A Resolution NO 3679-11 2008 A RESOLUTION REQUESTING THAT THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS FUND INTERCHANGE AND RAMP IMPROVEMENTS AT WALSH RANCH PARKWAY AND MINOR ARTERIAL 1 WITH I 30 WHEREAS the City Council recognizes the importance of the orderly and sustainable development of the Crty of Fort Worth, and WHEREAS the City Council authorized an economic development agreement vv~th Walsh Ranch Limited Partnership, a Texas hmrted partnership ("WRLP") The Walsh Children s Trusts (the `C Trusts"), The Walsh Grandchildren s (the `G Trusts") and F Howard Walsh, Jr ("FHWJr ') (WRLP the C Trusts, the G Trusts, and FWHJr being collectively referred to as `Owner") for the development of approximately 7,500 acres wrtlun the Crty of Fort Worth (City Secretary Contract No 28585 as amended by City Secretary Contract No 32205) and WHEREAS the Crty of Fort Worth has invested over $25 million in extensive water and sanitary sewer improvements. WHEREAS, improvements to Walsh Ranch Parkway and Minor Arterial 1 are needed for the successful development of the Walsh Ranch, and WHEREAS, the construction of the arterial improvements and associated I 30 interchanges will improve safety and access along the I 30 corridor and wrthun the Crty of Fort Worth and Tarrant and Parker Counties, and WHEREAS these arterial improvements are consistent with the City's Comprehensive Plan, and WHEREAS the Crty and Owner will provide environmental documents and right-of way and design and fund connection arterial improvements, and WHEREAS the Crty and Owner will provide architectural enhancements, schematic and final engineering, environmental documents, and right-of way for the I 30 interchange and frontage road improvements, RESOLUTION NO 3679 11 2008 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS That the City request that the North Central Texas Council of Governments (the Regional Transportation Council -RTC) provide FY 2010 funding for construction of the I 30 interchange improvements described above Adopted this 11th day of November 2008 ATTEST sy Q~ Mary Hendrix City Secretary ~^ ~-, ,,. No 3679-11 2008 DATE Tuesday November 11 2008 LOG NAME 02WALSHRANCHDEV REFERENCE NO G 16351 SUBJECT Adopt a Resolution Requesting that the North Central Texas Council of Governments Fund Interchange and Ramp Improvements at Walsh Ranch Parkway and Minor Arterial 1 Along Interstate Highway 30 as Part of the Walsh Ranch Development RECOMMENDATION It is recommended the City Council approve the attached resolution requesting the North Central Texas Council of Governments fund interchange and ramp improvements at Walsh Ranch Parkway and Minor Arterial 1 along Interstate Highway 30 DISCUSSION The City of Fort Worth entered into an economic development agreement (M&C C-20876 City Secretary No 32205) in part of providing for certain infrastructure improvements in the proposed Walsh Ranch development. The majority of these improvements have been made and the City has invested over $25 million to date in this public/private partnership Walsh Ranch has requested that the City sponsor an application for regional funding for two proposed interchanges with Interstate Highway 30 These interchanges will serve Walsh Ranch Parkway (to be designed funded and constructed by Walsh Ranch) and Minor Arterial 1 (to be designed funded and constructed by the City in accordance with the development agreement) In addition to the positive benefit these improvements will have on the development of Walsh Ranch these interchange improvements will offer operation and safety enhancements to the frontage road system along Interstate Highway 30 and Interstate Highway 20 The property is located in COUNCIL DISTRICT 3 FISCAL INFORMATION/CERTIFICATION The Financial Management Services Director certifies that this action will have no material effect on City funds TO Fund/AccountlCenters FROM Fund/AccountlCenters Submitted for City Manager's Office by Fernando Costa (6122) Originating Department Head Randle Harwood (6101) Additional Information Contact: Bryan Beck (7909) Logname. 02WALSHRANCHDEV Page 1 of 1
