Kayser, City Secretary With a quorum of the City Council Members present, Mayor Price called the Fort Worth City Council Work Session to order at 3:04 p.m. on Tuesday, February 14, 2017, in City Council Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. 1. Report of the City Manager - David Cooke, City Manager a. Changes to the City Council Agenda There were no changes to the City Council Agenda. b. Upcoming and Recent Events There will be a Crime Control and Prevention District meeting at 5:30 pm on February 16, 2017. C. Organizational Updates and Employee Recognition(s) There were no Organizational Updates or Employee Recognitions. d. Informal Reports 1. IR 9985: Amendment to Economic Development Program Agreement with Clearfork Development Company, LLC to Extend the Completion Deadline for the First Phase 2. IR 9986: Texas Enterprise Zone Nomination of TTI, Inc. 3. IR 9987: Agreement with Revitalize Charging Solution, Inc., for a Charging Station at the Guinn School Complex 4. Current Agenda Items - City Council Members There were no comments or questions on current agenda items. 3. Responses to Items Continued from a Previous Week There were no continued items. 4. Briefing on Collaboration Between Police and Code Compliance - Ed Kraus, Police and Brandon Bennett, Code Compliance Assistant Police Chief Kraus and Mr. Brandon Bennett provided some history on the collaboration between Code Compliance and Police. They provided specifics about front yard parking and animal control collaborations. They reviewed next steps such as call center streamlining and automation of barking dog complaints after hours. Identify funding for Radio over IP, adding a common radio channel to share between Code and Police after hours, and review job re-class for Animal Control Officers to Senior Code Enforcement Officers to be able to help with Code violations when called out on an animal violations in the middle of the night. 5. Update on MedStar Ordinance and Interlocal Agreement with City of Fort Worth- Chief Rudy Jackson and Mark Rauscher, Fire Fire Chief Jackson and Mr. Rauscher updated the Council on necessary changes to update the previous Interlocal Agreement with a Restated Interlocal Cooperative Agreement and to adopt a new Uniform EMS Ordinance. The new ordinance and agreement will be presented at the February 21, 2017, Council meeting. 7. Briefing on Economic Development Program Agreement with Heart of America Group LLC - Carol Griffith, Economic Development Ms. Griffith presented the proposed 16-year Economic Development Program Agreement to grant up to 100% of the City's 7% Hotel Occupancy Tax for the Heart of America Group Hotels, LLC — Hotel Renovo. The agreement will be presented at the February 21, 2017, Council meeting. 8. City Council Requests for Future Agenda Items and/or Reports Mayor Price and Council Members Bivens and Jordan asked for an update on litter and graffiti control along interstate highways to include 1-20, 1-30 and Loop 820.
