HomeMy WebLinkAboutResolution 3695-12-2008A Resolution NO 3695-12 2008 APPROVING THE FINAL PLANS, SPECIFICATIONS AND ESTIMATES, AND LANDSCAPE PLANS FOR THE SOUTHWEST PARKWAY/SH 121 FROM I 30 TO DIRKS ROAD, REQUESTING THE CREATION OF A CONSTRUCTION MANAGEMENT TEAM TO SUPPORT THE PARKWAY'S DELIVERY AS ENVISIONED AND APPROVED, AND SUPPORTING THE NORTH TEXAS TOLLWAY AUTHORITY AND THE TEXAS DEPARTMENT OF TRANSPORTATION IN THE JOINT DEVELOPMENT OF THE ENTIRE SOUTHWEST PARKWAY PROJECT FROM I 30 TO US 67 WHEREAS, on November 28 2000 the City of Fort Worth (`City") the Texas Department of Transportation (`TxDOT") and the North Texas Tollway Authority ( `NTTA) (collectively the `Project Partners) executed an interlocal agreement for development of the Southwest Parkway by NTTA as a tollway project from I 30 to Dirks Road (the `Prod ect") and WHEREAS, on December 29 2004 the Project Partners executed Amendment No 2 'to the interlocal agreement to incorporate NTTA s System Wide Design Guidelines and the City s Nature & Character Plan to address design features specific to the Southwest Parkway and WHEREAS, Amendment No 2 required the Project Partners to prepare and approve a Corridor Master Plan incorporating the System Wide Guidelines and the Nature & Character Plan and WHEREAS, Amendment No 2 further required that the elements of the Corridor Master Plan be incorporated into the final construction plans for the Southwest Parkway commonly referred to as the Plans Specifications & Estimates (`PS&E) for the Project and that the PS&E be approved by the City of Fort Worth and WHEREAS, on October 25 2005 via Resolution 3266 the City Council approved the Corridor Master Plan and WHEREAS, on June 13 2005 the Federal Highway Administration s Record of Decision for this Project provided that final mitigation and measures developed during the Corridor Master Plan process will be incorporated into the detailed engineering plans and specifications for the Project and WHEREAS, the City s Southwest Parkway project team has worked closely with the Project Partners design engineer the Council appointed Citizens Advisory Group and the Fort Worth Community to ensure that the elements of the Corridor Master Plan have been incorporated into the final PS&E and the Southwest Parkway Landscape Plans and ~~'1l""1~" ~1~` ~"~,~ '~111''~~l1I"~ RESOLUTION NO 3695 12 2008 WHEREAS, on September 8 2008 the Citizen s Advisory Group reviewed and approved the final PS&E and Landscape Plans for the Southwest Parkway and through the letter attached hereto as Exhibit A recommends that the City Council approve the same NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS, THAT The City approves the Plans Specifications and Estimates and Landscape Plans for the Project The City requests the NTTA create and lead a construction management team including the Record of Decision mandated Environmental Quality Coordinator and a representative of each of the other Project Partners to assist the NTTA during the construction of the Project The City will establish a meaningful and balanced approach with the NTTA to participate to understanding and providing input to field changes that will impact master plan elements of the approved Project The City supports the NTTA and TxDOT to the recently approved term sheet between the two agencies that further develops the financing and construction of the Southwest Parkway from I 30 to US 67 in Cleburne The City requests that the NTTA work closely with its partners to ensure the Southwest Parkway from Dirks Road to FM 1187 shares similar architectural and landscape features to create an appropriate transition between the northern and southern sections of the Southwest Parkway Adopted this 16th day of December 2008 ATTE ~~rr ~, '~''! b~ r r ~ ~~~.
