A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS, REPEALING RESOLUTION NO 1948
AND RESTRUCTURING THE MINORITY/WOMEN BUSINESS
ENTERPRISE ADVISORY COMMITTEE
WHEREAS the City Council is committed to ensuring that all citizens of Fort Worth,
particularly Minority and Women Business Enterprises (M/WBEs), have an equitable opportunity to
participate in the City's procurement system, and
WHEREAS the City has, based on the findings of a previous availability and disparity study
adopted and implemented M/WBE Ordinance Number 15530 to remedy the underutilization of
M/WBEs, and
WHEREAS the City's M/WBE Ordinance provides for the establishment of an M/WBE
Advisory Committee; and
WHEREAS, Resolution No 1948 created a thirteen member Disadvantaged Business
Enterprise Advisory Committee; and
WHEREAS, the Disadvantaged Business Enterprise Advisory Committee was renamed the
Minority and Women Business Enterprise Advisory Committee by Ordinance No 12456 and
WHEREAS, the Crty desires to restructure the M/WBE Advisory Committee to reflect a
membership composed of one appointee of the Mayor and each member of the City Council and to
outline its duties and responsibilities, and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS, THAT
Section 1 Resolution No 1948 approved September 7 1993 is hereby repealed in its entirety
Section 2. That a Minority and Women Business Enterprise Advisory Committee (M/WBEAC)
is hereby formed and shall be composed of a total of nine (9) members, consisting of one representative
appointed by the Mayor and one representative appointed by each City Council person. The members
shall be appointed for a term of two (2) years. No member shall serve more than three (3) consecutive
terms. A chairperson shall be elected by a majority of members at the first official meeting.

Section 3 That the M/WBEAC shall serve m an advisory capacity to the City Council and the
City Manager regarding the implementation of the M/WBE Ordinance and provide periodic feedback to
the City Manager and City Council on its progress and effectiveness.
Section 4. That the M/WBEAC shall serve m an advisory capacity m the review of applicable
incentive agreement projects with M/WBE commitments below established goals, make
recommendations to the City Manager and City Council regarding those projects and provide periodic
feedback to the City Manager and City Council on progress and effectiveness of MWBE participation m
the incentive agreement projects.
Section 5. That the M/WBEAC shall make recommendations to improve the effectiveness of
both the M/WBE Ordinance and policies related to M/WBE participation on incentive agreement
prod ects.
Section 6. That the M/WBEAC shall review the results of availability and disparity studies,
advise during any subsequent M/WBE Ordinance revision and submit revision recommendations to the
City Manager and City Council.
Section 7 That the M/WBEAC members are ineligible to contract with the City of Fort Worth
during their tenure on the M/WBEAC and must comply with all applicable City of Fort Worth policies
and code of ethics that govern boards, committees and commissions.

Consideration of Resolution Repealing Resolution No 1948 and Restructuring the Minority and
Women Business Enterprise Advisory Committee

RECOMMENDATION
It is recommended that the City Council adopt the attached resolution repealing Resolution No 1948 and
restructuring the Minority and Women Business Enterprise Advisory Committee
DISCUSSION
On September 7 1993 the City Council adopted Resolution 1948 which established a 13 member
Disadvantaged Business Enterprise Advisory Committee (DBEAC). The DBEAC consisted of
representatives from the five chambers of commerce professional organizations and certified Minority
Business Enterprises and Women Business Enterprises Ordinance No 12456 a Minority and Women
Business Enterprise (M/WBE) program was approved on March 26 1996 and authorized the City Manager
to establish a Minority and Women Business Enterprise Advisory Committee (M/WBEAC). This ordinance
.changed the name of the committee but did not affect its membership or their duties. The current
ordinance Ordinance No 15530 carried forward the 1996 ordinance language
This proposed resolution creates an M/WBEAC consisting of nine members appointed by the Mayor and
each City Council member respectively Additionally the resolution outlines the M/WBEAC's advisory
responsibilities relative to the M/WBE Ordinance and M/WBE participation on incentive agreement projects
Upon approval staff will coordinate with the M/WBEAC so that it can begin to meet and initiate its work.
This action addresses the recommendation of the Sunset Review regarding the M/WBEAC
