AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE PARK GAS LEASE PROJECTS FUND IN THE AMOUNT OF $242,800 FROM GAS
WELL ROYALTY REVENUES FOR STRUCTURAL REPAIRS OF HOWARD CABIN AND
ADDITIONAL ASSESSMENTS FOR SIX STRUCTURES LOCATED AT LOG CABIN
VILLAGE; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2007-2008 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Park
Gas Lease Project Fund in the amount of $242,800 from Gas Well Royalty Revenues for structural repairs
of Howard Cabin and additional assessment for six structures located at Log Cabin Village.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 17749 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Fund for Structural Repairs of the Howard Cabin and Additional Assessments for Six Structures
Located at Log Cabin Village and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the transfer of $242,800 of Gas Well Royalty Revenue from the Unspecified Project in the
Park Gas Lease Project Fund to the Log Cabin Village Improvements project for structural repairs of the
Howard Cabin and additional assessments for six structures located at Log Cabin Village; and
2. Adopt appropriation ordinance increasing estimated receipts and appropriation by $242,800 in the Park
Gas Lease Project Fund from Gas Well Royalty Revenues.
DISCUSSION:
The purpose of this M&C is to authorize the appropriation of gas well royalty funds from royalties received
from parkland gas well drilling leases. The proposed appropriation of funds will be used to address
significant structural failure of the Howard Cabin at the Log Cabin Village (LCV). Funds will also be used to
conduct assessments of the other six cabins at the LCV and to develop construction plans and
specifications for these cabins as determined necessary. The allocation of the gas well royalties to
underwrite these projects is an eligible expense under the Gas Well Revenue Distribution Policy as
amended on January 8, 2008, (M&C G16013).
In December 2004, a Structural Condition Study was prepared by R.L. Woods & Associates, LLC, outlining
the structural instability of the two-story Howard Cabin which was built in the mid-1800s. Architect Arthur
Weinman used the study's findings to prepare construction documents for the cabin's reconstruction. In
October 2007, shifting of the structure dictated that access to the cabin should be restricted until it could be
stabilized or restored. Mr. Weinman was requested to revisit the site and evaluate the cabin and he
confirmed a marked difference in the shifting of the structure. He has estimated the cost for dismantling the
cabin, rebuilding the foundation, and reconstructing the cabin at $200,000.
Staff is recommending use of $200,000 from gas well royalty revenues for the dismantling, stabilization and
restoration of the Howard Cabin; a total of $12,800 for a detailed structural and condition study of the six
other 19th century log structures (Foster, Pickard, Seela, Parker, Shaw and Tompkins Cabins); and
$30,000 ($5,000 per cabin) for construction drawings for these structures, if needed. These assessments
will be used to prioritize safety and stability concerns for the structures and provide cost estimates on
needed repairs and remediation.
The Log Cabin Village is a citywide facility and located in COUNCIL DISTRICT 9.
