HomeMy WebLinkAboutResolution 3462-03-2007A Resolution NO 3462-03-2007 SUPPORTING THE INTRODUCTION AND PASSAGE OF LEGISLATION THAT REQUESTS THE TEXAS COMiVIISSION ON ENVIRONMENTAL QUALITY TO CONDUCT A PILOT TEST OF AN ADVANCED CONTROL TECHNOLOGY ON A CEMENT KILN STACK IN ORDER TO ASSESS THE REDUC~TON OF NITROGEN OXIDES ENIISSIONS WHEREAS, the federal Clean Air Act, as amended, works to create an environment where citizens are not adversely affected by air pollution, and WHEREAS, the City of Fort Worth is part of a 9-county ozone region in the DFW area that is currently in violation of the federal air quality standard for ozone and WHEREAS, failure to achieve compliance with the ozone standard may result in a higher incidence of respiratory related disease among Fort Worth residents adverse economic growth in the City and the potential loss of federal transgortation funding and WHEREAS, controlling nitrogen oxides emission are an important control strategy to managing the present of ozone in the non attainment area, and WHEREAS, the State of Texas is currently preparing a State implementation Plan outlining control measures designed to minimize nitrogen oxides emission and ozone concentrations in the region, and WHEREAS, one of the largest point source producers of nitrogen oxides emissions are the cement kilns in Ellis County southwest of Tarrant County and WHEREAS the prevailing wind direction during ozone season is from the southwest; and WHEREAS on October 20 2006 the North Texas Clean Air Steering Committee resolved that the Texas Commission on Environmental Quality should conduct a pilot test to determine if the addition of selective catalytic reduction ('SCR) technology to cement plants is economically technologically, and environmentally effective and will not adversely affect plant operations and/or facilities and WHEREAS, legislation is needed to direct the TCEQ to conduct appropriate pilot tests and WHEREAS, the appropriate method for communicating the need for said testing delineating the timetable for the completion of the testing, and under which conditions the tests will be determined effective is to seek introduction and passage of legislation. Resolution No 3462-03-2007 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS That the City Council supports the introduction and passage of legislation related to the establishment of a pilot testing of an advanced control technology for the reduction of nitrous oxides emissions at a cement kiln within the State of Texas and That the City Council directs City staff to work with the Tarrant County State Delegation and the Texas Legislature to seek passage of the appropriate legislation.
