AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS OPERATING FUND BY $1,800.00 FOR
THE PURPOSE OF FUNDING INCREASED REIMBURSEMENT OF OVERTIME
COSTS ASSOCIATED WITH THE FISCAL YEAR 2016 NORTH TEXAS HIGH
INTENSITY DRUG TRAFFICKING AREA GROUP 2 TASK FORCE;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2016-2017 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants
Operating Federal Fund in the amount of$1,800.00 for the purpose of funding increased reimbursement of
overtime costs associated with the Fiscal Year 2016 North Texas High Intensity Drug Trafficking Area
Group 2 Task Force.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 22393-09-2016 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

of$1,800.00 for the North Texas High Intensity Drug Trafficking Area Group 2 Task Force and Adopt
Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the CityCouncil:
1. Authorize an increase in estimated receipts associated with the Fiscal Year 2016 Agreement with the
United States Department of Justice, Drug Enforcement Administration, entered into for the purpose of
receiving reimbursable overtime costs incurred by the Cityin providing resources to the North Teras High
Intensity Drug Trafficking Area (HIDT ) Group 2 Task Force; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Operating Federal Fund by $1,800mOO..
DISCUSSION:
On October 1, 2015, Mayor and Council Communication (M&C ®27426), City Council authorized the
execution of an Agreement with the United States Department of Justice, Drug Enforcement
Administration for the reimbursement of overtime costs assoc0ted withthe Police Department's
participation in the North Teras High Intensity Drug Trafficking Area (HIDT ) Group 2 Task Force,, HIDTA
seeks to reduce the volume of narcotics and controlled substances being trafficked into and distributed
from oh Texas area through aggressive detective, interdiction, enforcement and prosecution of
individuals and enterprises engaged in such illegal activities. The HIDTA Group 2 Task Force focuses on
major drug trafficking organizations.
The Police Department assigns officers to the HIDTAGroup 2 Task Forcethe City is reimbursed for
the officers' overtime. Based on operational requirements of the HIDTAGroup 2 Task Force in Fiscal
Year 2016, an increase in appropriations is needed to account for the additional $1,800.00 received i
overtime by the City.

FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that the Police Department is responsible for the collection and deposit of
funds due to the City, Upon approval of the above recommendations, adoption of the attached
appropriation ordinance and receipt of the reimbursements, these funs will be deposited into the Grants
Operating Federal Fund.
