AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS OPERATING OTHER FUND IN THE AMOUNT
OF $53,259.00, SUBJECT TO RECEIPT OF THE GRANT, FOR THE PURPOSE OF
FUNDING THE POLICE DEPARTMENT'S PARTICIPATION IN THE FEDERAL
BUREAU OF INVESTIGATION'S TARRANT COUNTY SAFE STREETS TASK FORCE;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2016-2017 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Operating Other Fund in the amount of$53,259.00, subject to receipt of the grant, for the purpose of funding the
Police Department's participation in the Federal Bureau of Investigation's Tarrant County Safe Streets Task Force
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for
any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and
remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 22393-09-2016 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in direct
conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council adopt the attached appropriation ordinance increasing estimated
receipts and appropriations in the Grants Operating Other Fund in the amount o $53,259.00 for the Police
Department's participation in the Federal Bureau of Investigation's Tarrant County Safe Streets Task
Force r Fiscal Year 2017.
DISCUSSION:
The Tarrant County Safe Streets Task Force (TCSSTF) created by the United States Federal Bureau
of Investigation to establish a cooperative effort of law enforcement resources to identify and target violent
street gangs and criminal organisations responsible for drug trafficking„ money laundering, alien
smuggling and other violent crimes. The TCSSTF focuses on the apprehension of dangerous fugitives
therewhen is a federal investigative interest. TCSSTF efforts enhance the effectiveness of federal, state
and local law enforcement resources by utilising a well-coordinated initiative with innovative and effective
techniques to convict and incarcerate dangerous offenders..
In 2010, the City Council authorised the execution of a Memorandum of Understanding with the united
States Federal Bureau of Investigation for the Police Department's participation in the TCSSTFin Mayor
and Council Communication (M&C C-24429). Since that time, the FortWorth Police Department has
continued to participate in the TCSSTF. There are three ofEcers assigned to the TCSSTF. In accordance
with the Memorandum of Understanding„ the City will be reimbursed for the officer's overtime expenses up
to the set amount. This M&C is necessary to appropriate funds for the reimbursement of overtime costs i
the amount of$53,259„00 for work performed by the officers assigned to the Task Forcefor Fiscal Year
2017, Indirect costs are not eligible for reimbursements The Cityis not required to provide matching
funds.

The Director of Finance certifies that the Police Department is responsible for the collection and deposit of
funds due to the City. upon approval of the above recommendations, adoption of the attached
appropriation ordinance and receipt of the reimbursements, these fundsill be deposited into the Grants
Operating Other Fund.
