HomeMy WebLinkAboutOrdinance 22599-02-2017 ORDINANCE NO. 22599-02-2017 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE WATER CAPITAL PROJECTS FUND IN THE AMOUNT OF$400,000.00,FROM AVAILABLE FUNDS,FOR THE PURPOSE OF FUNDING THE EAGLE MOUNTAIN WATER TREATMENT PLANT PUMP STATION NUMBER ONE DRIVE REPLACEMENT PROJECT; PROVIDING FOR A SEVERABILITY CLAUSE;MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2016-2017 in the Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Water Capital Projects Fund in the amount of$400,000.00, from available funds, for the purpose of funding the Eagle Mountain Water Treatment Plant Pump Station Number One Drive Replacement Project. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 22394-09-2016 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. (City Project No. 100812) DISCUSSION: There are two Variable Frequency Drive (VFD) units at the Eagle Mountain Raw Water Pump Station No.1, both installed in 2004. These drives enable raw water pumps to operate over a wide range of speeds, allowing the pump station flow to match plant flow. In the past two years, one of the drive units has become increasingly unreliable, with outages and service interruptions caused by a faulty load cell. Obtaining replacement parts and equipment is difficult and expensive. With the advances in VFD performance, technology, and efficiency since 2004, the decision was made to replace the VFD. The replacement parts will be purchased using the purchase Agreement approved by Mayor and Council Communication (M&C P-11900), approved by City Council on June 28, 2016. Staff will assist with the installation of the equipment to reduce the overall cost for this project. This work is expected to be completed by July 2017 and will have no impact on the Water Department's Operating Budget when complete. The Eagle Mountain Raw Water Pump Station No. 1 is located in the City's Extraterritorial Jurisdiction, Mapsco 31 Q, adjacent to COUNCIL DISTRICT 7. This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION /CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current capital budget, as appropriated, of the Water Capital Projects Fund. The Fiscal Year 2017 water Operating Fund budget includes appropriations of$21,060,000.00 for the purpose of providing Pay-As-You-Go funding for water capital projects. After this transfer for Fiscal Year 2017, the balance will be $15,922,232.00.
