AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $94,184
SUBJECT TO RECEIPT OF THE PAUL COVERDELL FORENSIC SCIENCE
IMPROVEMENT GRANT FROM THE NATIONAL INSTITUTE OF JUSTICE (NIJ)
FOR THE PURPOSE OF FUNDING TRAINING, EQUIPMENT AND SUPPLIES
FOR THE CRIME LABORATORY; PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2007-
2008 and in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Grants Fund in the amount of $94,184 subject to receipt of the Paul Coverdell
Forensic Science Improvement Grant from the National Institute of Justice (NIJ) for the purpose of
funding training, equipment and supplies for the Crime Laboratory.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 17749 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Application for and Execution of a Contract for the Acceptance of Grant from the National
Institute of Justice's Paul Coverdell Forensic Science Improvement Grant Program for the Crime
Laboratory in an Amount Not to Exceed $94,184.00 and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to apply for a grant not to exceed $94,184.00 from the National Institute of
Justice for the Crime Laboratory;
2. Authorize the City Manager to execute a contract with the National Institute of Justice for the purpose of
acceptance of the Paul Coverdell Forensic Improvement Grant; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $94,184.00, subject to receipt of the grant.
DISCUSSION:
The 2008 National Institute of Justice (NIJ) Paul Coverdell Forensic Science Improvement Grants Program
provides funding for state and local governments to improve the quality and timeliness of forensic science
and/or eliminate backlogs in the analysis of forensic evidence including controlled substances, firearms
examination, latent prints, toxicology and trace evidence.
The Police Department applied for and received a Coverdell Grant for Fiscal Year 2006 that provided
equipment for the Crime Laboratory. The City of Fort Worth is now requesting funding in the amount of
$94,184.00 for training, equipment and supplies for the Police Department's Crime Laboratory. Equipment
purchases will include a bullet recovery tank and office cubicles totaling $37,268.00. Travel and registration
funds of $37,096.00 will provide the necessary training for forensic scientists and laboratory managers.
Supplies for the laboratory includes microscopes, stereomicroscopes, lab stools, chairs and a chemistry
scale that will be obtained at a cost of $19,820.00. No matching funds are required.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations, and adoption of the
attached appropriation ordinance, funds will be included in the City Manager's recommended Fiscal Year
2009-2010 operating budget, as appropriated, of the Grants Fund. Funds will be reimbursed by the grantor
after expenditures are made.
