OPPOSING H.R. 980, THE PUBLIC SAFETY EMPLOYER EMPLOYEE
COOPERATION ACT
WHEREAS, H R 980 having passed the United States House of Representative
and now pending in the United States Senate would seriously undermine local autonomy
and the will of local taxpayers with respect to making fundamental municipal employment
decisions by federally mandating specific working conditions including collective
bargaining and
WHEREAS, notwithstanding passage by the House of Representatives the City of
Fort Worth delegation Congresswoman Kay Granger and Congressmen Michael C
Burgess Joe Barton and Kenny Marchant voted against H R 980 in order to preserve the
local relationship between city management and local responders and
WHEREAS the City maintains open lines of communications with all employees
including the appropriate police fire and emergency service personnel organizations
annually as a part of the budget process and
WHEREAS appropriate benefits and benefit enhancements for all employees are a
priority for City Management and the City Council and
WHEREAS the City maintains communications with all employees including the
appropriate police fire and emergency service personnel organizations throughout the
year as needed or requested regarding a wide range of issues such as health benefits
personnel rules and regulations total compensation and other special issues impacting
employees and
WHEREAS H R 980 by federally mandating collective bargaining rights for all
police fire and emergency medical workers without regard to local procedures state laws
or the U S constitution represents unwarranted interference in the employer employee
relationship in municipal government
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS
That the City of Fort Worth opposes the passage of H R 980 and similar legislation
as an unwarranted federal interference in municipal employee employer relationships and
That the City of Fort Worth encourages Senator Kay Bailey Hutchison and Senator
John Cornyn to strongly oppose passage of H R 980 by the United States Senate
