The project is described as follows: design and construct a control tower at the Fort Worth Spinks Airport as approved by the TeYas Transportation Commission on August 28, 2003. Part II - Offer of Financial Assistance, estimates total project costs to be $1,222,223. Financial assistance is currently limited to $1,100,000 state funds and $122,223 in local sponsor funds. It is in the mutual interest of the Sponsor and the State to amend the Airport Project Participation Agreement at this time to increase the agreement by $305,555 to cover additional construction costs. In consideration of the parties' mutual promises, the following amendment to the Airport Project Participation Agreement sha11 become effective upon eYecution of this Amendment by the Sponsor and the State. Part II, paragraph 1 of the Agreement, change Amount B, estimated eligible proj ect costs, and any further references in the Agreement to Amount B, to $1,527,778. 3. Part II, paragraph 1 of the Agreement, change Amount C, Sponsor's share of eligible project costs, and any further references in the Agreement to Amount C, to $152,778. 4. Part II, paragraph 1 of the Agreement, change Amount D, State's share of eligible project costs, and any further references in the Agreement to Amount D, to $1,375,000. All other terms and conditions of the agreement are unchanged and remain in full force and effect. The above amendment to the Airport Project Participation Agreement between the City of Fort Worth and the Teias Department of Transportation is mutually agreed to and accepted. Execute Amendment No. 2 to the Texas Department of Transportation (TxDOT) design and development grant for a permanent Air Traffic Control Tower at Fort Worth Spinks Airport, increasing the overall grant amount from $1,222,223 to $1,527,778, of which $275,000 will be funded by TxDOT and $30,555 will be funded by the City; 2. Authorize the transfer of $30,555 from escrow funds to revenue in the Municipal Airports Fund; 3. Adopt the attached supplemental appropriation ordinance increasing estimated receipts and appropriations by $30,555 in the Municipal Airports Fund from available funds; 4. Authorize the transfer of $30,555 from the Municipal Airports Fund to the Airport Grants Fund for the City's match; and 5. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Airport Grants Fund by $305,555. DISCUSSION: On May 27, 2003 (M&C G-13980), the City Council authorized the City Manager to apply for and accept a graht from the Texas Department of Transporta#ion (TxDOT) in the amount of $1,000,000 to fund the design and development of a permanent Air Tra�c Control Tower (ATCT) at Fort Worth Spinks Airport. On July 27, 2004 (M&C C-20168), the City Council authorized the City Manager to execute Amendment No. 1 to the Air Traffic Control Tower Grant increasing the grant from $1,000,000 to $1,222,223. Since that time, work has commenced on site preparation for the tower. The consultant has determined that the site requires infrastructure upgrades to facilitate the completion of the tower. Necessary upgrades include sewer/water installation and development of a road to the new facility for emergency/fire response. City staff was notified by TxDOT that additional resources were available and staff has requested those funds to make the necessary infrastructure improvements. TxDOT has offered a second amendment increasing the grant from $1;222,223 to $1,527,778, of which $275,000 will be funded by TxDOT and $30,555 will be funded by the City.
