make efforts to obtain pertinent information to aid in coordination of the
proposed improvements with any planned future improvements that may
influence the project. ENGINEER will also identify and seek to obtain data
for existing conditions that may impact the project including; utilities, City
Master plans, property ownership as available from the Tax Assessor's
office.
The data collection efforts will also include conducting special coordination
meetings with affected property owners and businesses as necessary to
develop sewer re-routing plans.
The following shall be applicable at all locations where it is necessary to
relocate or reroute the existing private sanitary sewer service line due to
the abandonment or realignment of the existing public sanitary sewer
lateral or main:
The CITY shall furnish the Engineer with a sample format of how the sewer
service line reroute/relocation should be designed and submitted for
construction. During design survey, if a rod can be inserted through the
cleanout to the bottom of the service line, the Engineer will obtain the flow
line elevation and design the service line prior to advertising the project for
bid. If the service flow line information cannot be obtained during design
survey, the Engineer shall delay the design of the sewer service line until
after the start of construction. The CITY will then direct the Contractor to
de-hole the service line at the clean-out location of all buildings or
structures so that the Engineer's surveyor can determine the flow line of the
sewer service line. The Engineer shall use this information to provide the
design for the sanitary sewer service line to be rerouted or relocated.
c. Coordination with Other Agencies
During the concept phase the ENGINEER shall coordinate with all utilities,
including utilities owned by the City, TxDOT and railroads. These entities
shall also be contacted if applicable, to determine plans for any proposed

PART B- CONSTRUCTION PLANS AND SPECIFICATIONS
Subsurface Utility Engineering (SUE)
The Water Department has the desire to accurately locate certain large water and sewer
mains so that they may be avoided by future SH 121 T improvements. These mains are
in areas which NTTA is proposing bridge structures with column supports. We propose
to locate these lines using SUE. This information will be provided to NTTA for the
purpose of their bridge designs. NTTA will utilize this information to avoid conflicts if
possible during the design of Bridges. Surveying And Mapping, Inc. (SAM, Inc.) with
provide a Quality Level B(QL-B: identify, locate and map) and Quality Level A(QL-A:
exact horizontal and vertical Location) SubsurFace Utility Engineering (SUE) services for
this project. TranSystems will coordinate with NTTA with this information in an effort to
save these lines. This fee does not include any engineering design to relocate these
water and/or sewer lines if conflicts with Bridges can't be avoided. The following lines
will be located:
• 48" Sewer Main M-439 at Trinity River/SH 121 T
• 48" Sewer Main M-272C at Trinity River/ SH 121T
• 27" Sewer Main C1-W7 at SH 121T near 15`h Street
• 12" Sewer Main M-156 at SH 121 T
• 60" Raw Water line at Trinity River/ SH 121 T
• 48" Water Main at Trinity River/ SH 121 T
TranSystems and SAM,Inc. will not be responsible for any omission of utility information
that is not obtainable via electromagnetic, sonic, or acoustical designating services. Non-
metallic piping, inactive electric and/or communication lines may or may not be found by
electromagnetic, sonic or acoustical designating practices. TranSystems and SAM, Inc. do
not warrant and/or guarantee that existing utilities will be found.
Normal traffic control included in this proposal is placement of traffic cones, freestanding
warning signage and vehicle-mounted traffic directional signs. Traffic control requiring lane
closures, traffic detouring, flag persons, police, etc. is considered special traffic control
which is beyond this scope of services.
EA1-3
Rev 11/30/04
2. Route Studies
In an effort to finalize final water and sewer relocations we propose to perform route
studies in several specific areas where additional information is needed to more
accurately determine relocation routes and limits. The following services are proposed
for Route Studies:
a. Research and Mapping - Perform research on existing City owned water and sewer
lines that will be located inside the future SH 121T right-of-way. This research and
mapping will include: 1) obtaining City water and sanitary sewer maps, 2) obtain as-built
plans for water and sewer lines that fall within ROW, 3) Meet with NTTA and obtain
electronic copies of SH 121T schematic and ROW plans, 4) prepare exhibits which
overlay SH 121T with City water and sewer lines, 5) determine which City water and
sewer lines may be impacted by construction of SH121T, 6) meet with field operations
to review possible water and sewer line replacements, 7) meet with City engineering
staff to review water and sewer system impacts, 8) prepare preliminary opinion of
probable costs and 9) prepare final exhibit to depict which lines are to be relocated and
which lines will be salvaged if possible.
b. L-138 — currently this line runs parallel (and diagonally) and inside the future SH
121T ROW. This line carries flows from; 1) local lines, to be abandoned, inside the SH
121T ROW, and 2) lines from the south side of I-30/SH121T that are currently carried
north across 1-30/SH121T and released into the C1-W7 sewer main. L-138 will be
abandoned in its current location and rerouted across SH 121T as identified in this
Route Study.
c. L-3605 and local water lines (same vicinity) — water and sewer lines currently run
parallel and just inside the future SH 121T ROW. Previous meetings with NTTA
representatives have indicated that these lines may not need to be relocated. Current
information needs to be collected on these lines relating to current connections and
exact location of lines in relation to proposed NTTA improvements. Upon conclusion of
this research, if it is determined that no construction conflicts occur, a written request will
be made to NTTA for these lines to remain in place inside NTTA ROW. We propose to
perform research, prepare necessary exhibits, meet with NTTA and submit request
letter to NTTA.
d. M-133 — from Montgomery Street eastward this line runs parallel and inside SH 121T
ROW. This section of M-133 along with the intersecting laterals in this area will need to
be rerouted/relocated. This study will identify limits of lines to be re-routed along with
possible alternatives.
e. M- 134 inside SH 121 T/I-30 ROW— it is our understanding that the City wishes to
abandon this segment of M-134 and direct M-133 flows to the north. This study will
include meetings with field operations, site visits, review of as-built plans and local
sewer system maps.
3. Geotechnical Investigation at Hulen Street
Geotechnical investigation for this contract will be limited to the utility work performed
along Hulen Street as follow:
a. Field Investigation — Conduct borings to an average depth of about 20 feet below
EA1-4
Rev 11/30/04
grade. The location and depth will be determined based on City approved alignment.
b. Laboratory Investigation- Evaluate soil engineering properties and physical properties
of the soil. Classify soils according to the United States Classification using
classification tests. These tests will include natural moisture content, dry unit weights,
and the liquid and plastic limits. The undrained sheer strengths of the cohesive soils
will be determined by hand penometer tests and confirmed with unconfined
compressive strength testing.
c. Engineering Analysis — Document the results of the field and laboratory work. Provide
engineering recommendations for design and construction of proposed pipeline.
4. Conceptual Engineering

COUNCIL ACT10N: Approved on 4/5/2005
DATE: Tuesday, April 05, 2005
LOG NAME: 30121TPART1 REFERENCE NO.: **C-20631
SUBJECT:
Authorize Execution of Engineering Agreement with TranSystems Corporation, for Water and
Sanitary Sewer Relocations for SH-121T (Southwest Parkway), Part One from Hulen Street to
Summit Avenue (City Project No.00203)
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute an engineering agreement
with TranSystems Corporation in the amount of $658,405 for Water and Sanitary Sewer Relocations for SH-
121 T(Southwest Parkway), Part One from Hulen Street to Summit Avenue.
DISCUSSION:
On December 8, 1998 (M&C C-17178), the City Council authorized the City Manager to execute an
interlocal agreement between the City, Texas Department of Transportation (TXDOT) and the North Texas
Tollway Authority (NTTA) canceming the development of the Southwest Parkway (SH121T) as a turnpike
project from I.H. 30 (Summit Avenue) to Alta Mesa Boulevard. The agreement provided for the City to
relocate conflicting City-owned utilities and to extend City-owned utilities to the outside boundary of the
right-of-way.
In order to expedite design and construciion, the overall project was divided into the following parts: Part
One, from Hulen Street to Summit Avenue; and Part Two, from Hulen Street to Alta Mesa Boulevard.
This project, Part One, consists of the preparation of plans and specifications for the necessary
water/sanitary sewer relocations and extensions required for the construction of the proposed Southwest
Parkway (SH-121T) as an access control roadway/toll road from Hulen Avenue to Summit Avenue.
ihe project will be designed and constructed to meet the schedule projected for the NTTA SH-121T
roadway construction projects. Construction of th tollway is expected to be advertised in concurrent
contracts with the tollway anticipated to be open in late 2008.
7he City received proposals from thirteen local engineering firms, in response to a request for proposals for
the design of this project. A selection committee comprised of Water and Engineering Department staff
reviewed the proposals and considers TranSysterns Corporation to be the most qualified for the design of
this particular project.
TranSystems Corparation proposes to perform the necessary design work for a lump sum fee of $658,405.
City staff considers this fee to be fair and reasonable for the scope of services proposed.
In addition to the contract amount $107,250 (water: $70,950 and sewer: $36,300) is required for project
management by the Engineering Department. _-- =-
