HomeMy WebLinkAboutResolution 3548-11-2007A Resolution NO 3548-11 2007 IN OPPOSITION TO PROPOSED REGULATIONS ALLOWING ELECTRONIC BILLBOARDS WHEREAS, the City of Fort Worth has established a series of seven strategic goals by which to guide decisions and actions relative to its continued growth and development and WHEREAS, four of the seven strategic goals deal with the safety and cleanliness of the City - Become the nation s safest mayor city" - Create a cleaner and more attractive city" - Revitalize central city neighborhoods and commercial districts - `Promote orderly growth m developing areas and WHEREAS, the City Council of the City of Fort Worth has a substantial interest m enhancing the economic value of the landscape by avoiding visual clutter and protecting adjacent and nearby property from the impact of lighting size height and location of signs which can be potentially harmful to property values and business opportunities and WHEREAS, the City Council of Fort Worth has a substantial interest in promoting the safety and efficiency of the City s transportation network by reducing the confusion or distraction to motorists and enhancing the motorists ability to see pedestrians obstacles other vehicles and traffic signs through the prohibition of the erection or expansion of billboards within the city limits or extraterritorial jurisdiction of the City of Fort Worth and WHEREAS enactment of state regulations by the Texas Department of Transportation allowing the incursion of electronic billboards into the City limits and within the extraterritorial jurisdiction of the City will violate all of the above stated strategic goals and interests of the City of Fort Worth and RESOLUTION NO 3548 11 2007 WHEREAS the City Council of the City of Fort Worth is best suited to establish policy and make the necessary decisions governing the location, erection and maintenance of billboards electronic or otherwise within the City of Fort Worth or its extraterritorial jurisdiction and WHEREAS the enactment of state regulations by the Texas Department of Transportation allowing the incursion of electronic billboards into the City limits and within the extraterritorial jurisdiction of the City will constitute an unnecessary and unwarranted violation of the rights and powers of the City of Fort Worth by the State of Texas and the Texas Department of Transportation NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY' OF FORT WORTH, TEXAS That the City of Fort Worth does hereby unequivocally express its opposition to any and a:ll efforts by the Texas Department of Transportation to enact a set of regulations that would permit and govern the placement and/or maintenance of electronic billboards within the a city limits or the extraterritorial jurisdiction of a city and That a copy of this resolution be provided to the Texas Department of Transportation and to the Texas legislative delegation of the City of Fort Worth Adopted this 6th day of November, 2007 LL. ~t ~~~~~ e1~ ~"~ ATT~EST~,,~ "'~=~, ~-~~,~^ APPROVED ~~ -....~ ~~~ CITY COUNCIL ~ _~ .~:. ~, ~~, ,~ NOV 0 6 2007 t ,,;*, ~ ByP --- - °-~' = ---- - ----- M:arty Hendrix; -City Secretary caty se~ret~ry of rrr~ ~~.~~ City e~f Fort Worth, Texas ~ fI ,.,i...~~ ~-....~ _ ~~~~
