HomeMy WebLinkAboutResolution 3557-11-2007Resolution No. 3557-11-2007 AMENDING THE CITY OF FORT WORTH'S ANNEXATION PLAN TO ADD AN APPROXIMATELY 304 ACRE TRACT OF LAND LOCATED EAST OF NORTH BEACH STREET AND SOUTH OF KELLER HICKS ROAD WHEREAS on December 14 1999 the City Council approved Resolution No 2598 adopting an annexation plan for the City of Fort Worth m accordance with Section 43 052 of the Local Government Code, WHEREAS Section 43 052(c) provides that a municipality may amend its annexation plan to identify annexations that may occur beginning on the third anniversary of the date the plan is amended, WHEREAS the City Council approved Ordinance No 17413-02 2007 on February 20 2007 adopting the 2007 Comprehensive Plan and Five Year Annexation Program, WHEREAS the area specifically described on the map attached as Exhibit A and by the legal description attached as Exhibit `B" was identified m the Annexation Program for potential full purpose annexation m 2010 WHEREAS the area described m Exhibit A and Exhibit B contains 100 or more dwelling amts and thus is not subject to the annexation plan exemptions set out in Section 43 052(h) of the Texas Local Government Code, WHEREAS the preliminary fiscal impact analysis of this proposed annexation is positive; WHEREAS property owners in the area have been notified of the potential full purpose annexation of this property and a public information meeting was held for property owners m the area at Tnmty Spnngs Middle School, Keller Independent School District, on October 24 2007 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT' WORTH. That the City's annexation plan, approved on December 14 1999 by the adoption of Resolution No 2598 is hereby amended to include approximately 304 acres out of the J Billingsley Survey Abstract Number 70• the J R. Knight Survey Abstract, 902, and the J Edmonds Survey Abstract 457 Tarrant County Texas, as shown on Exhibit A and described m Exhibit `B" Further that the area so described may be annexed for full purposes beginning on the third anniversary of the date of this ~,n.a~aendment. ~.~-.~~.~. City of Fort Worth, Texas Mayor and Council Communication COUNCIL ACTION Approved on 11/27/2007 Resolution No # 3557 11 2007 DATE Tuesday November 27 2007 LOG NAME 06AMENDAX07005 REFERENCE NO PZ 2760 SUBJECT Adopt Resolution Amending the City's Annexation Plan to Add Approximately 304 Acre Tract of Land Located East of North Beach Street and South of Keller Hicks Road DISCUSSION On December 14 1999 the City Council approved Resolution No 2598 adopting, an annexation plan for the City of Fort Worth in accordance with Section 43 052 of the Texas Local Government Code State law allows a municipality to amend its annexation plan to identify annexations that may occur beginning on the third anniversary of the date the plan is amended On February 20 2007 (M&C G-15615) the City Council adopted the 2007 Comprehensive Plan and the Five-Year Annexation Program The annexation program identifies areas that may be considered for full purpose annexation Two areas identified for potential annexation in 201.0 must be included in the annexation plan since they contain 100 or more dwelling units This resolution addresses Area 15 (AX-07 005) generally located south of Keller Hicks Road and east of North Beach Street. On October 2 2007 the City Council received the preliminary fiscal impact analysis, which was positive The final fiscal impact analysis will be completed prior to the actual full purpose annexation in 2010 if the City Council decides to move forward with the annexation at that time City staff held a public information meeting on October 24 2007 at Trinity Springs School 3500 Keller Hicks Road for all interested property owners.
