For the Adoption of a Clean Fleet Vehicle Policy
WHEREAS, the Regional Transportation Council, compnsed pnmanly of local elected officials, is
the regional transportation policy body associated with the North Central Texas Council of
Governments, and has been and continues to be a foram for cooperative decisions on transportation; and
WHEREAS, the Regional Transportation Council adopted a Clean Fleet Vehicle Policy on October

WHEREAS, the Regional Transportation Council is responsible for air quality conformity and
therefore advocates the adoption and implementation of a Clean Fleet Vehicle Policy by municipalities
in the Dallas-Fort Worth area; and
WHEREAS, the Dallas-Fort Worth area is a federally designated nonattainment area for the
pollutant ozone which impacts air quality and the public health of the entire region; and
WHEREAS the Clean Air Act Amendments of 1990 require that in air quality nonattainment areas
transportation plans and improvement programs conform to the applicable air quality implementation
plan, and
WHEREAS, the City of Fort Worth wishes to set achievable goals and provide workable, cost
effective solutions to help improve the Dallas-Fort Worth Metropolitan Area air quality and
WHEREAS approximately fifty percent (50%) of the nitrogen oxide (NOx) emissions m the
Dallas-Fort Worth nonattainment area come from on-road vehicles.
NOW, THEREFORE, BE IT HEREBY RESOLVED•
That the City of Fort Worth shall strive to apply the following standards for the acquisition of new
fleet vehicles.
Acquisition
1 Vehicle acquisitions for fleet expansion or replacement of model
year 2004 or newer should be the newest model year or engine standard only
laesolution No. 3334-04-2006
2. Vehicle acqu~sataons to replace model year 2403 or older vehicles should show
at least a twenty five percent (25%) reduction m Nitxogen Oxides (NOx)
emissions rate compared to the vehicle bung replaced. (Waivers may be
granted when new technologies or achievements of the required emission
reduction are not possible }
a. Aftermarket technologies and conveys;ons are acceptable for fleet
expansion and fleet replacements.
b. Aftermarket technologies and conversions should be Environment
Protection Agency (EPA) and/or CARB verified or certified or
technology equivalent or better as determined by the North Central
Texas Council of Governments (NCTCOG) staff.
c. Conversions must comply with the provisions of EPA Memorandum
1 A and Addendum Revision (June 25 1974 and June 1 1998}

Operations
1 Vehicle idling should only be allowed for safety emergency response, vehicle
ri~aintenance, equipment activity warm-up/operations in cold temperature,
and manufacturer recommended minimum idle/warm-up times.
2 Vehicles with the lowest NOx emissions that are capable of performing the
required operational demands should drive the most miles.
3 Fleet manager should abide by the latest refueling time/season guidance
published by NCTCOG Air Quality Planning.
4 Non-emergency vehicles should drive no more than the posted speed Iimrt and
avoid rapid acceleration.
5 All dnvers shall be trained on air quality appropriate operational
requirements.

That the City of Fort Worth shall strive to apply the following standards for the maintenance of its fleet
vehicles•

Maintenance
1 Perform annual emission and safety inspections for all vehicles, even for
vehicles with no state mandated inspection requirement.
2. Perform emission inspections for all vehicles with over 100,000 miles every
25 000 miles thereafter
3 Perform manufacturer's recommended maintenance.
4 Participate in any diesel or other Texas Commission on Environmental
Quality or NCTCOG inspection/maintenance program, including applicable
test or pilot programs.

That the City of Fort Worth shall endeavor to provide NCTCOG with an annual electronic update of
fleet size and activity and acknowledges that not adopting and complying with the Clean Fleet Vehicle
Policy may render the City ineligible for future clean vehicle funding and other Regional Transportation
Council funding actions.

That this Resolution shall take effect immediately from and after its adoption.
