AN ORDINANCE INCREASING RECEIPTS AND APPROPRIATIONS IN THE
PARK GAS LEASE PROJECT FUND IN THE AMOUNT OF $101,778.00 FOR
THE PURPOSE OF PARTIALLY FUNDING THE COMMUNITY TREE
PLANTING PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2016-2017 in the
Budget of the City Manager,there shall also be increased receipts and appropriations in the Park Gas Lease
Project Fund in the amount of $101,778.00 for the purpose of partially funding the Community Tree
Planting Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 22393-09-2016 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the use of$101,778.00 of Park Gas Well Revenue to partially fund the Community Tree
Planting Program;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Park Gas Lease Project Fund in the amount of$101,778.00 from available funds; and
3. Authorize the transfer in the amount of$101,778.00 from the Park Gas Lease Project fund to the
Community Tree Planting Program.
DISCUSSION:
'
The purpose of this Mayor and Council Communication (M&C) is to authorize the use of funds from Park
Gas Well revenue to partially fund the Park and Recreation Department's Community Tree Planting
PnJQn@OO (PnJQ[@[D).
In Fiscal Year 2009. funding for the City's Program was removed fromthe General Fund and initially
funded by a coOlUiO@UoD of Tree Fund fees, Park Gas Royalty Revenue and a five year commitment from
Chesapeake Energy Co[pon3tion, of which the final year was Fioo8| Year 2013. Beginning in FiaoG| Year
2014. the PnJgn@0 has been funded solely by the Tree Fund, whose fees are collected through the tree
ordinance administered by the Planning and Development Department and from tree naDlova| mitigation
fees on City property administered by the Park and F{ecF8aboD Department. The Tree Fund is an
inconsistent revenue stream and cannot fully fund the Program for Fiscal Year 2O17.
The revenue included in this Mayor and Council Communication (M&C) from the P8[h Gas Well Revenue
Fund was included in the Fiscal Year 2017 appropriation ordinance that was adopted by the City Council
on 8aota0be[ 13. 2018.

This Program provides 1,600 trees on public property annually, along with the planting and watering of
trees on City facilities, parks, golf courses, parkways, medians, capital improvement projects and
residential street trees. Additionally, Staff manages volunteer programs that provide 4,000 volunteer hours
annually at a value of$92,280.00, planting and maintaining trees city-wide and working at the City's Tree
Farm.
The Community Tree Planting Program benefits ALL COUNCIL DISTRICTS.
This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION /CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance, available funds within the Parks Gas Well Revenue Fund will be
transferred to the Community Tree Planting Program Fund.
