HomeMy WebLinkAboutOrdinance 22626-03-2017 ORDINANCE NO. 22626-03-2017 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE AMOUNT OF$115,000.00 IN THE WATER CAPITAL PROJECTS FUND, FROM AVAILABLE FUNDS, FOR THE PURPOSE OF FUNDING THE CITYWIDE WASTEWATER COLLECTION SYSTEM TEMPORARY FLOW METERING PROJECT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2016-2017 in the Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the amount of$115,000.00, in the Water Capital Projects Fund, from available funds, for the purpose of funding the citywide wastewater collection system temporary flow metering project. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair the remaining portions, sections,or parts of sections of this ordinance,which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 22394-09-2016 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations,in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. DISCUSSION: The Fort Worth wastewater collection system includes 3,220 miles of pipelines ranging from eight-inch diameter to 96-inch diameter. In order to monitor wastewater flows within the wastewater collection system, the Water Department recommends purchasing and installing portable flow metering devices. These meters will have remote monitoring capability, which will allow Staff to collect data that can be utilized to direct maintenance activities, plan and schedule capital improvements, and calibrate our hydraulic model. RJN Group, Inc., will be responsible for the site assessments and manhole inspections of the initial metering locations, make recommendations on whether cleaning or preventive maintenance needs to occur prior to meter installation, develop a report documenting the various meters and metering technologies available and their recommended use, assist with the development of a technical specification that will be used to procure meters and meter installation, and inspect and certify the meter installations by the vendor. The overall project budget, which includes the purchase and installation of the temporary meters, is estimated at $1,000,000.00 and is anticipated to be completed in late summer 2017. This project will impact the Water Department operating budget due to the on-going maintenance and calibration requirements of the installed meters. These costs will be incorporated into future Water Department operating budgets. The project is citywide and affects ALL COUNCIL DISTRICTS. This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION I CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current.capital budget, as appropriated, of the Water Capital Projects Fund. The Fiscal Year 2017 Water Operating Budget includes appropriations of Logname: 60CITYWIDE WW COLLECTION FLOW METER PROJ Page I of 2 $21,060,000.00 for the purpose of providing Pay-As-You-Go funding for water capital projects. After this transfer for Fiscal Year 2017, the balance will be $13,001,130.00.
