WHEREAS, The City of Fort Worth ("City") and GSBS Batenhorst, Inc. ("Architect")
made and entered into City Secretary Contract No. 47353 (the Contract) which was
authorized by the City Council by M&C C-27564, the 15th day of December, 2015, for
Eugene McCray Community Center Expansion & Handley-Meadowbrook Community
Center Expansion; and Amendment No. 1 was administratively executed in the amount
of $6,600.00 to perform an iSWM report that was required for the Handley-
Meadowbrook plat submittals; and
WHEREAS, further amendment is necessary to reimburse the Architect as part of the
design services agreement for additional design services for both the Eugene McCray &
Handley-Meadowbrook Community Centers due to increases in scope of work
respectively.
NOW THEREFORE, City and Architect, acting herein by and through their duly
authorized representatives, enter into the following agreement which amends the
Contract:
1.
Article I, (6) — Scope of Services, a paragraph shall be added to read as follows:
Provide additional design services to revise the currently approved schematic
designs for the Eugene McCray & Handley-Meadowbrook Community Centers
Expansion. The cost of this additional service is $31,272.00 and $26,951.00,
respectively, with no additional reimbursable expenses. The scope of services is
described more fully in GSBS's letters, Attachment "D" dated January 17, 2017
(Rev.2/27/17), subject: "Re: Eugene McCray Recreation Center" and Attachment
"E" dated January 17, 2017, subject: "Re: Handley/Meadowbrook Recreation
Center".

Article II, (1) — Compensation, first paragraph, is amended as follows:
"Consultant shall be compensated in accordance with the Fee Schedule shown
in Attachments "D" and "E". Payment shall be considered full compensation for
all labor, materials, supplies, and equipment necessary to complete the services
described in Attachments "D" and "E". However the total fee paid by the City
shall not exceed a total of $242,523.00 which includes $10,000.00 for
reimbursable expenses, unless the City and the Consultant mutually agree upon
a fee amount for additional services and amend this Agreement accordingly."

Dear Alfonso,
Pursuant to the Contract executed for the "CITY OF FORT WORTH, TEXAS AGREEMENT FOR
ARCHITECTURAL SERVICES COMMUNITY ENTERS EXPANSION PROJECT" dated 12/15/15,
the following additional services proposal is presented for your review and consideration for
Professional Services as described below. The following is a summary of the change of work
as broken down on the Scope of Services Worksheets as provided.
Scope of Work (the Work): Change of Scope for the Eugene McCray Recreation Center
Item 1: (Architectural, MEP Services) Fire Sprinkler design scope. $3,050
Change of scope for Architectural and Plumbing.
Item 2: (Landscape� Urban Forestry requirement on site. $10,499
Original intent of the Fort Worth Ordinance was that this property would not be under Urban
Forestry requirements until this was determined at the Predevelopment meeting with City
officials. The original intent for the landscape design only included work required for the
building and parking additions along with associated disturbed areas. The costs below
assumes that the owner shall provide a topographical survey. This also assumes that the
existing irrigation system will remain and an additional system will be added to accommodate
the expansion requirements of this construction phase.
This effort does not include compliance verification of the existing landscape or certification of
compliance for the entire property with the current Landscape Ordinance. Only the area of
addition will be addressed.
No irrigation design for the property is include for areas beyond the proposed building and
parking additions.
Urban Forestry compliance verification is included for the entire property. Urban Forestry
requirement on building site is inclusive of construction administration.
Full landscaping/Irrigation of the entire building site property was based on
improvements only until the DRC meeting when it was deemed necessary to provide full
landscape.
Item 3: (Architectural, Structural, MEP Services) $17,723

Recreation Center described above for a stipulated sum for Basic Services of $31,272.00
If additional services are required by the Owner the Architect will provide a written proposal
for approval and authorization in writing by the Owner to proceed with such work.
Reimbursable Expenses:
No Change to original contract.
Design Schedule:
As mutually agreed by all parties. However, both projects were accounted to run concurrently
thus saving the Owner Construction Administration fees. If the projects are no longer running
concurrently during the CA Phase, Owner agrees to revisit this item for appropriate
compensation to perform the Work. Also, the current delay of approximately 8 months has
caused this project to be placed back into production at approximately March 15, 2017 if given
approval to continue by February 10, 2017.

PROPOSAL REVISION 2
This revision includes the increase of scope for the Eugene McCraw Community Center from 1,700 SF to
3,000 SF. Changes are in bold.
PROJECT
Torres Engineering Services, Inc. is pleased to offer the following proposal for mechanical, electrical and
plumbing engineering services for the additions to the Eugene McCray and Handley Meadowbrook
Community Centers in the City of Fort Worth, Texas. Scope includes two projects: a 3,200 SF and a
3,000 SF additions. No MEP site services are contemplated in this proposal.
BASIC SERVICES
Torres Engineering Services will provide the following Basic Services for each project:
Schematic Desiqn
1. Visit the site to review of existing conditions.
2. Provide schematic design narrative.
3. Provide opinion of probable cost.
Desiqn Development
1. Provide layouts of major system components.
Construction Document Phase
1. Prepare construction documents based on the approved layouts.
2. Provide sealed and signed construction documents based on approved set.
Construction Administration Phase
1. Review submittals.
2. Reply to requests for information.
3. Provide a total of four (4) site visits during construction during different stages of construction
and for final punch list.
REQUIRED INFORMATI�N
The following items are required from the Architect/Owner:
• Access to the site for initial and subsequent site visits
• Customer specifications and design criteria
• Specialty lighting fixture cut sheet information
• Architectural backgrounds for demolition including existing conditions and devices to be removed,
relocated or to remain in AutoCAD format, including desired title block

• Architectural backgrounds for new construction with locations for new or relocated devices in
AutoCAD format
• Approved Architectural Plans
ASSUMPTIONS
This proposal is valid with the following assumptions. If any of these conditions does not apply, please let
us know to modify the proposal accordingly:
• Building infrastructure is capable of handling upgrades. Any changes to plumbing service or
electrical distribution system are outside the scope of this proposal and constitute additional
services.
• This is not a LEED project.
• Specialty/decorative lighting design is not part of this proposal. Client will provide locations and
cut sheet information for decorative lighting fixtures.
• Fire protection and fire alarm systems will be specified based on system performance. Design of
these systems is not part of this proposal.
• This project will be developed in AutoCAD.
• Each project is issued as a separate package.
EXCLUSIONS
This proposal excludes the following:
• Life-cycle cost-benefit analysis reports
• Engineering services beyond the services described in this proposal
MEETINGS
This proposal includes a total of four (4) face-to-face meetings. Coordination beyond these meetings can
be achieved using phone calls and conference calls. Additional meetings on site or at other locations
constitute additional services and will be invoiced on an hourly basis at the standard rates shown in the
section Additional Services.
ALTERNATES
This proposal includes base bid documents only. Adding alternates to a design is not included in this
proposal and is considered additional services and will be invoiced on an hourly basis at the standard
rates shown in the section Additional Services.
CONSTRUCTION COSTS
TES does not provide professional construction estimation services. Any statements of probable
construction costs for the project will be prepared based upon available data, experience and professional
judgment. However, they should not be considered as a warranty of construction costs for the project.
BASIC SERVICES COMPENSATION
The compensation for engineering services is $41,460 (Forty-one Thousand, Four Hundred Sixty
Dollars 00/100). The following is the fee breakdown:

Construction administration services include (4) site visits for each project as mentioned in the Basic
Services section. TES will only invoice for actual site visits as requested by the client at a rate of $500.
per site visit per engineer. Each site visit usuaily requires two engineers. A fee of $500 is charged for
submittal review per project.
ADDITIONAL SERVICES
Construction document preparation is complete when TES provides sealed and signed documents. Any
client-driven changes after the delivery of signed and sealed documents will constitute additional services
and will be charged at the rates shown in this section. The follawing hourly rate schedule shall apply for
any additional services needed during this project not specifically included previously.

REIMBURSABLES
TES will provide one electronic copy of documents indicated in the Deliverables section at no additional
cost to the customer. The following expenses are considered reimbursable at cost: Transportation,
Document Reproduction, Postage, Shipping and �odging and Meals while in travel.

estimate" drawing packages to final deliverable.

Dear Mr, Batenhorst,
We are pleased to express our interest in providing structural engineering services for the referenced
project and offer the following revised proposal for your consideration,
SCOPE OF PROJECT
We understand the scope of the project to be expansion of two community centers at Handley
Meadowbrook and Eugene McCray located in Fort Worth, Texas. The two expansions are anticipated to
contain approximately 2,700 SF and 1,700 SF, respectively, consisting of multipurpose space and/orfitness
areas. Renovation of the existing facilities is not included. It is assumed that original construction
documents for the two facilities will be made available for our use. Construction is anticipated to consist
of a steel framed superstructure, structural concrete slab over void forms for the ground floor, and drilled
pier foundation.
it is our understanding that the projects will be issued as separate standalone packages. The amount
available for construction for both expansions is $1,400,000.
An additional 500 SF expansion has been added to the Handley Meadowbrook community center.

BASIC SERVICES
Our services will include the following:
1. One (1) site visit to each facility to observe the existing conditions.

2. Participate in estabiishment of structural design criteria and determination of the primary
structural framing scheme
3. Engineering calculations for the design of the primary structural frame. Foundations will be
designed and detailed in accordance with the recommendations in a Geotechnical Report
prepared specifically for this site.
4. Preparation of construction drawings for the structural portions of the work.
S. Preparation of a BIM model produced to Level of Development 300 per AIA E203 with Autodesk
Revit Structure. This model is only for the purposes of A/E coordination, generation of
construction documents and clash detection with major structural elements, with the exception
that the mode( may not be suitable for the creation of shop drawings. Items to be included in the
structural model include: columns, laad-bearing walls, beams, slabs, braces, and-foundations.
The BIM model will be limited to new construction only.
6. Preparation of structural specifications.
7. Assist the Architect in designing and detailing of miscellaneous metal fabrications for the items
noted below. Detailing and specification of these items will be the responsibility of the Architect:
a. Toilet partition supports
b. Movable partition supports
c. Curtain wall or window wall bracing
d. Cold formed metal framing (CFMF): Preliminary member sizes will be provided for detailing
purposes only.
8. Provision of structural performance requirements for the following items to be included in the
performance specifications being prepared by others:
a. Pre-casC concrete building components, including architectural precast concrete
b. Performance specified steel framing
c. Cold-formed metal framing at exterior and interior conditions
d. Inserts, embeds, and hangers for mechanical, electrical, and plumbing hanging pipes,
conduits, cable trays and equipment.
9. Preparation of addenda as required during bidding period, and answering questions regarding
structural plans and specifications.
10. Construction administration:
a. A maximum of three (3) site visits and/or construction administration and/or pre-construction
meetings, including the preparation of observation reports.
b. Review of structural shop drawings and submittal data.
c. Review and respond to RFI's
d. Preparation of ASI's and change orders.
e. Review of change orders
f. Review of testing (aboratory reports

(poles over 30 feet in height), retaining walis, bollards, dumpster pads, sign foundations, site

the scope above. These excluded items include, but are not limited to: Miscellaneaus steel,

walls, exterior wall fa�ade and fenestration, pre-engineered metal buildings, wood framing,
underground utilities. BIM modeling of the existing building structure.
6. Opinions of probable construction costs.
7. Geotechnical investigations and material testing.
8. Fast track production of structural drawings ahead of the architectural and MEP drawings.
9. Design of temporary or permanent earth retention systems.
10. Detailing or specification of waterproafing or dampproofing. 1Q may graphically indicate these
items as appropriate and designate these items as work specified elsewhere in the Construction
Documents.
11. Construction administration:
a. Additional site visits beyond the number listed above.
b. Review of formwork and shoring drawings.
c. Updating or provision of the BIM model for construction coordination.
d. Review of ernbeds, inserts and/or hangers and accessories far hanging fire suppression piping

e. Preparation of record documents.
12. Special inspections or responsibility for special inspections as the registered design professional
in responsible charge (as defined by the International Building Code).

Scope of Work (the Work): Change of Scope for the Handley / Meadowbrook Recreation
Center
Item l: Additional Preparation for community meetings regarding the storage configuration
analysis for the facility. $2,370
Item 2: <Landscape) Urban Forestry requirement on site. $10,846
Original intent of the Fort Worth Ordinance was that this property would not be under
Urban Forestry requirements until this was determined at the Predevelopment meeting with
City officials. The original intent for the landscape design only included work required for the
building and parking additions along with associated disturbed areas. The costs below
assumes that the owner shall provide current and accurate drawings for the existing landscape
and irrigation installed on the property. This also assumes that the existing irrigation system is
capable of accommodating the expansion requirements of this construction phase. If the
existing plans or system capacities are deemed inadequate, addition field surveys and design
fees may be required.
This effort does not include compliance verification of the existing landscape or certification of
compliance for the entire property with the current Landscape Ordinance. Only the area of
addition will be addressed.
No irrigation design for the property is include for areas beyond the proposed building and
parking additions.
Urban Forestry compliance verification is included for the proposed new platted property and,
at the discretion of the Urban Forestry Department, may include portions of the adjacent park
land via an artificial property line in order to minimize mitigation issues.
Urban Forestry requirement on smaller building site property is inclusive of construction
administration.
Fuil landscaping of the entire building site property was based on improvements only until the
DRC meeting when it was deemed necessary to provide full landscape.

As mutually agreed by all parties. However, both projects were accounted to run concurrently
thus saving the Owner Construction Administration fees. If the projects are no longer running

compensation to perform the Work. Also, the current delay of approximately 8 months has
caused this project to be placed back into production at approximately March 15, 2017 if given
approval to continue by February 10, 2017.

electrical distribution system are outside the scope of fhis proposal and constitute additional
services.
• This is not a LEED project.
• Speciaify/decorative lighting design is not part of this proposal. Client will provide locations and
cut sheet information for decorative lighting fixtures.
• Fire protection and fire alarm systems will be specified based on systzm performance. Design of
these systems is not part of fhis proposal.
• This project will be developed in AutoCAD.
• Each project is issued as a separate package.
EXCLUSIONS
This proposal excludes the following:
• Life-cycle cost-benefit analysis reports
• Engineering services beyond the services described in this proposal
MEETINGS
This proposal includes a total of four (4) face-fo-face meetings. Coordination beyond these meetings can
be achieved using phone calls and conference calls. Additional meetings on site or at other locations
constitute additional services and will be invoiced on an hourly basis at the standard rates shawn in the
section Additional Services.
ALTERNATES
This proposal includes base bid documents only. Adding a(ternates to a design is not included in this
proposal and is considered additional services and will be invoiced on an hourly basis at the standard
rates shown in the section Additional Services.

client-driven changes after the delivery of signed and sealed documents will constitute additional services

Dear Mr, Batenhorst,
We are pleased to express our interest in providing structural engineering services for the referenced
project and offer the following revised proposal for your consideration.
SCOPE OF PROJECT
We understand the scope of the project to be expansion of two community centers at Handley
Meadowbrook and Eugene McCray located in Fort Worth, Texas. The two expansions are anticipated to
contain approximately 2,700 SF and 1,700 SF, respectively, consisting of multipurpose space and/or fitness
areas. Renovation of the existing facilities is not included. It is assumed that original construction
documents for the two facilities will be made available for our use. Construction is anticipated to consist
of a steel framed superstructure, structural concrete slab over void forms for the ground floor, and dri(led
pier foundation.
It is our understanding that the projects will be issued as separate standalone pacl<ages. The amount
available for cons�ruction for both expansions is $1,400,000.
An additional 500 SF expansion has been added to the Handley Meadowbrook community center.

BASIC SERVICES
Our services will include the foilowing:
1. One (1) site visit to each facility to observe the existing conditions.

2. Participate in establishment of structural design criteria and determination of the primary
structural framing scheme
3. Engineering calculations for the design of the primary structural frame, Foundations will be
designed and detailed in accordance with the recommendations in a Geotechnical Report
prepared specifically for this site.
4. Preparation of construction drawings for the structural portions of the work.
5. Preparation of a BIM model produced to Level of Development 300 per AIA E203 with Autodesk
Revit Structure. 7his model is only for the purpases of A/E coordination, generation of
construction documents and clash detection with majar structural elements, with the exception
that the model may not be suitable for the creation of shop drawings. Items to be included in the
structura( model include: columns, load-bearing wal[s, beams, slabs, braces, and-foundations.
The BIM model will be (imited to new construction only.
6. Preparation of structural specifications.
7. Assist the Architect in designing and detailing of miscellaneous metal fabrications for the items
noted below. Detailing and specificafiion of these items will be the responsibility of the Architect:
a. Toilet partition supports
b. Movable partition supports
c. Curtain wall or window wall brac�ng
d. Cold formed metal framing (CFMF}: Preliminary member sizes will be pravided for detailing
purposes only.
8. Provision of structural performance requirements for the following items to be included in the
performance specifications being prepared by athers:
a. Pre-cast concrete building components, incf uding architectural precast concrete
b, Performance specified stee) framing
c. Cold-formed metal framing at exterior and interior conditions
d. Inserts, embeds, and hangers for mechanicaf, electrical, and plumbing hanging pipes,
conduits, cable trays and equipment.
9. Prep�ration of addenda as required during bidding periad, and answering questions regarding
structuraf p(ans and specifications.
10. Constructian administration:
a. A maximum ofthree (3} site visits and/or construction administration and/or pre-construction
meetings, including the preparation of observation reports.
b. Review of structural shop drawings and submittal data.
c, Review and respond to RFI's
d. Preparation of ASI's and change orders.
e. Review of change orders
f. Review of testing IabaraCory reports

Design and detailing of sitework including paving, sidewalks, flag and high mast light foundations
(poles over 30 feet in height), retaining walls, bollards, dumpster pads, sign foundations, site
sculpture foundafiions, etc., unless specificaily included above.
2. Structural engineering design and detai(ing of specialty engineered building systems inciuding but
not limited to the following performance specified items:
a. Pre-cast concrete building components

c. Coid-formed metal framing afi exterior and interior conditions
Design, detailing, coordination, or layout of embeds or inserts for the support of inechanical,
electrical, or plumbing hanging piping, conduits, cable trays, or other equipment.
4, Design of curCain wall systems, including internal reinforcing of window and curtainwall systems.
5. BIM modeling of all items not explicitly included in the AIA E203 "Level of Devefopment" (isted in
the scope above. These excluded items include, but are not limited to: Miscellaneous steel,
reinforcing, miscellaneous steel "kicker" braces, channel frames, slab recesses, non-load bearing
walls, exterior wall fa�ade and fenestration, pre-engineered metal buildings, wood framing,
underground utilities. BIM modeling of the existing building structure.
6. Opinions of probable construction costs.
i. Geotechnica( investigations and materia! testing.
8. Fast track production of structural drawings ahead of the architectural and MEP drawings.
9. Design of temporary or permanent earth retention systems.
1d. Detailing or specification of waterproofing or dampproofing. JQ may graphically indicate these
items as appropriate and designate these items as work specified elsewhere in the Construction
Documents.
11. Construction administration:
a. Additiona( site visits beyond the number listed above.
b. Review af formwork and shoring drawings.
c. Updating or provision of the BIM model for construction coordination.
d. Review of embeds, inserts and/or hangers and accessaries for hanging fire suppression piping
and equipment.
e. Preparation of record documents.
12, Special inspections or responsibility for special inspections as the registered design professional
in responsible charge (as defined by the Internationaf Building Code},

materials or similar information.

Part l: Assessment of Needs

Part 2: Documentation of existing facilities
We wi11 prepare a report of the deficiencies we discover, and advise you of existing
areas of non-compliance regarding the Texas Accessibilities Standards (TAS). We tivill
answer questions regarding the requiremenes of the State that �vould be part of any fueure
building alterations, t�nder TAS 2012 Existing B�iildings and Faci(ities.
