AMENDMENT TO CITY SECRETARY
CONTRACT NO. 29422
THIS contract amendment is entered into by and between the City of Fort Worth
("City "), a home-rule municipality in the State of Texas, acting through Libby
Watson, its duly authorized Assistant City Manager, and Century Disposal, Inc., a
Texas corporation, hereinafter called "Contractor" both parties acting herein by and
through their duly authorized representative.
WHEREAS, the City and Contractor, have entered into that certain agreement
identified as City Secretary Contract No. 29422 for the collection and recycling of
mixed office paper from city facilities;
WHEREAS, City Secretary Contract No. 29422 not-to-exceed amount was limited to
$ 24,924.00;
WHEREAS, additional funds are necessary as the new in-house recycling program
has produced twice the estimated amount of recyclable office paper;
WHEREAS,the City Council approved increasing the contract not-to-exceed amount
to $48,240.00 on August 31, 2004 through M&C C-2245; and
WHEREAS, it is the mutual desire of the parties to amend said City Secretary
Contract No. 29422 by increasing the contract's not-to-exceed limit by $23,316.00.
NOW, THEREFORE, THIS CONTRACT FURTHER WITNESSETH:
City Secretary Contract No. 29422, currently on file in the office of the City Secretary
of the City of Fort Worth, is hereby amended to increase the contract's not-to-exceed
limit from $24,924.00 to $ 48,240.00.

Amendment of Contract with Century Disposal, Inc. for the Collection and Recycling of Mixed Office
Paper from City Facilities
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute a Contract Amendment to
City Secretary Contract Number 29422 with Century Disposal, Inc. for the collection and recycling of mixed
office paper from city facilities to increase the not-to-exceed amount to $48,240.00 per year.
DISCUSSION:
The Department of Environmental Management requested proposals for collection and recycling of mixed
office paper from city facilities on October 2 and 9, 2003. Proposal packages were received on October 30,
2003 from five firms.
The proposals were evaluated based on a pre-determined combination of qualitative and quantitative (bid
point) measures. These measures included the evaluation of such factors as experience, capabilities and
revenue rebate/associated costs. Based on the total point distribution of the measures, staff recommended
the contract be awarded to Century Disposal, Inc., a M/WBE firm. The new in-house recycling program
began in January 2004.
In January 1993, when the City of Fort Worth launched an in-house paper recycling program called "Almost
Anything That Tears" there were eighteen (18) facilities participating. Currently, the contractor collects
mixed office paper for recycling at 45 city facilities. More than 4,000 city employees now participate in the
program.
Under the current contract, which began January 1, 2004, Century guarantees a cost of $67.00 per ton
throughout the term of the contract. The original not-to-exceed amount was set at $24,924.00 per year
based on 31 tons of paper per month which was a 50 percent increase over the amount historically
collected in the past. The response to this new program has exceeded all expectations. Over the last three
months, city facilities have averaged more than 59 tons per month. The new not-to-exceed amount of
$48,240 is based on collection of 60 tons per month.
The initial contract term is for the period January 1, 2004 to December 31, 2006 with the option to renew for
two three-year renewal periods. Renewal may be affected by notice in writing by the City Manager or his
designated representative to the contractor within thirty days of the expiration of the prior term and does not
require specific City Council approval, provided that the City Council has appropriated sufficient funds to
satisfy the City's obligations during the renewal term.
M/WBE - A waiver of the M/WBE goal for this amendment was requested and approved by the MNVBE
office, because the purchase of goods or services is from sources where subcontracting opportunities are
negligible.

FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that funds are available in the current operating budget, as appropriated, of
the Solid Waste Fund. Funds for subsequent year operating costs will be budgeted in subsequent years.
