HomeMy WebLinkAboutOrdinance 18213-08-2008Ordinance No. 18213-08-2008 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE AIRPORT GAS LEASE PROJECT FUND IN THE AMOUNT OF $872,236 FOR THE PURPOSE OF FUNDING A TRANSFER TO THE AIRPORTS GRANT FUND FOR THE CITY'S MATCH FOR A GRANT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION FOR THE RECONSTRUCTION OF A PORTION OF WILDCAT WAY, EXPANSION OF THE APRON NORTH OF THE TERMINAL BUILDING, AND TO IMPROVE EASTSIDE TAXIWAYS AT FORT WORTH SPINKS AIRPORT. PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2007- 2008 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Airport Gas Lease Project Fund in the amount of $872,236, subject to receipt of the grant from the Texas Department of Transportation, for the reconstruction of a portion of Wildcat way, expansion of the apron north of the terminal building, and to improve eastside taxiways at Fort Worth Spinks Airport. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 17749 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect upon adoption. Authorize the City Manager to accept a grant from the Texas Department of Transportation in the amount of $1,445,455.00 to reconstruct a portion of Wildcat Way, expand apron north of terminal building, and improve eastside taxiways at Fort Worth Spinks Airport; 2. Authorize the use of existing revenue from the Airport Gas Lease Project Fund in the amount of $872,236.00 for the City's local match; 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Airport Gas Lease Project Fund in the amount of $872,236.00; 4. Authorize the transfer of funds in the amount of $872,236.00 from the Airport Gas Lease Project Fund to the Airports Grant Fund for the City's match; and 5. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Airports Grant Fund by $2,317,691.00. DISCUSSION: On January 10, 2006, (M&C C-21246) City Council approved acceptance of a grant in order to fund the design costs of road and taxiway improvements at Fort Worth Spinks Airport to help increase aircraft traffic on the northeast side of the airport. This grant will fund reconstruction of the terminal portion and the roadway portion of Wildcat Way, reconstruction of Taxiway T-2, Taxiway T-3, and Taxiway C, install new taxiway guidance signs, install lighting regulator, and expand apron north of the terminal building. The project also includes drainage improvements and culverts to Taxiway T-2. Project costs in the amount of $1,324,783.00 will be funded on a 90!10 cost share, while $506,300.00 of the project costs will be funded on a 50/50 cost share. The remaining $486,608.00 for the expansion of the apron is not eligible for funding by the Texas Department of Transportation (TxDOT). The cost share portions for the grant as well as the additional funding for the apron will come from revenue derived from gas well leases on City airports.
