HomeMy WebLinkAboutResolution 3377-07-2006RESOLUTION # 3377-07-2006 A RESOLUTION OF THE CITIES OF FORT WORTH, LAKE WORTH, RIVER OAKS, SANSOM PARK, WHITE SETTLEMENT WESTWORTH VILLAGE, AND WESTOVER HILLS (CITIES) AND THE NAVAL AIR STATION JOINT RESERVE BASE IN FORT WORTH (NAS JRB} IN SUPPORT OF THE DEVELOPMENT OF A JOIN7 4_AND USE STUDY (JLUS) FOR THE NAS JRB WHEREAS the Cities recognize that the continued operation of the NAS JRB is important to the economy of the adjacent communities and the larger region and that its future operational capacity should be protected and WHEREAS NAS JRB is interested in preparing a JLUS to coordinate future planning efforts of its operations with surrounding local governments, and WHEREAS the City of Fort Worth and the other Cities recognize that the participation in and development of a JLUS will benefit the Health safety and general welfare of the residents of the Cities and surrounding areas, and WHEREAS the Cities and the NAS JRB will form a joint policy committee to guide the development of the JLUS and to advi;;e the pertinent decision-making bodies on the JLUS recommendations, and WHEREAS the North Central Texas Council of Governments (NCTCOG) is authorized to apply for and administer approximately $180 000 in federal funds from the U S Department of Defense in order to conduct the JLUS and WHEREAS the federal funds require a 25 percent local match to be equally divided among the seven cities, so that each of the Cities would contribute funds or in-kind services in an amount not to exceed $10 000' and WHEREAS the City of Fort Worth is able to provide its share of the local match with in-kind services from the Aviation Department and the Planning Department; NOW THEREFORE, BE IT RESOLVED by the City of Fort Worth Texas that:. 1 The City Council agrees to participate in the development of a JLUS for NAS JRB by entering into appropriate agreements with NCTCOG the other Cities, and NAS JRB 2. The City Council supports the appointment of the North Central Texas Council of Governments as the sponsoring entity for the JLUS 3 The City Council agrees to fund its share of the 10 percent local match for the JLUS grant, not to exceed $3 000 using in-kind staff time and services. 4 The City Council appoints the Council members from District 3 (Chuck Silcox) and District 7 (Carter Burdette) as representatives to the JLUS policy committee 5 The City Council commits to a good faith effort to implement the recommendations of the JLUS as recommended by the policy committee. Mike `jw y~ 7- ~ 1'~ AT=TEST ~ . ~~` Jan Aarty,Hendrix, Ci~ Secre~yro .. ~~„ ~. .~ .~ R ~~ ~ ~'w M ,1 APPROVED AS TO FORM AND LEGALITY ,~:c~C CITY ATTORNEY Gity of f ort Worth, Texas Mayor and Council Communication COUNCIL ACTION Approved on 7/11/2006 Resolutio No 3377-07 2006 DATE Tuesday July 11 2006 LOG NAME 22JLUS REFERENCE NO **G-15261 SUBJECT Adoption of a Resolution Supporting the City's Participation in a Joint Land Use Study for the Nava{ Air Station Joint Reserve Base in Fort Worth RECOMMENDATION It is recommended that the City Council adopt the attached resolution indicating support for the City's participation in a Joint Land Use Study for the Naval Air Station Joint Reserve Base in Fort Worth DISCUSSION The U S Navy has requested participation from the City of Fort Worth and six other cities near NAS JRB Fort Worth in the preparation of a Joint Land Use Study (JLUS} The JLUS would identify appropriate land use regulations for property around the base that support continued military operations at the base The participating cities include Fort Worth Lake Worth River Oaks Sansom Park, White Settlement, Westworth Village and Westover Hills Based on interest expressed by the seven cities the U S Navy has also requested that the U S Department of Defense (DOD) Office of Economic Adjustment, consider the NAS JRB for grant funding to prepare the JLUS A policy committee composed of elected officials from the seven cites representatives from NAS JRB and private sector leaders would oversee the preparation of the JLUS The North Central Texas Council of Governments, with support from the seven cities, would act as the sponsoring entity and submit a grant application to the DOD Office of Economic Adjustment. The estimated amount of the grant is $180 000 The required 10 percent local match would be shared equally by the seven cities and can be provided with the use of in-kind staff hours and production of basic data. This match amount would not exceed $3 000 for each city The Planning and Aviation departments would provide the in-kind services for the City of Fort Worth The study is expected to be completed by spring 2007 The study area is located in COUNCIL DISTRICT 3 and 7 FISCAL INFORMATION/CERTIFICATION The Finance Director certifies that this action will have no material effect on City funds TO Fund/Account/Centers FROM Fund/Account/Centers Submitted for City Manager's Office bX.
