NO 3380-07 2006

WHEREAS, the alignment of the Trans-Texas Corridor 35 (TTC-35) proposed by the Texas

Environmental Impact Statement unveiled in April 2006 (hereafter referred to as "the
proposed alignment"} would reroute the movement of commerce and the related jobs
associated therewith away from the City of Fort Worth and Tarrant County and
WHEREAS, the proposed alignment would worsen the Fort Worth/Dallas Metroplex's air quality
crisis and undermine the region s efforts to achieve attainment status with the federal
Clean Air Act by encouraging more eastern trallxc and inviting sprawl east of Da31as; and
WHEREAS, under the proposed alignment, approximately seventy percent of the trucks that will
travel on the proposed Trans-Texas Corridor would need to exit the Corridor and make a
significant detour in order to load and unload cargo within the Fort Worth/Dallas region,
thereby rendering the alignment's bypass of the region completely unnecessary and
WHEREAS, the failure of the proposed alignment to adequately serve the needs of existing truck
traffic will result in added congestion on the infrastructure making up the region s
East/West corridors; and
WHEREA5, the Regional Transportation Council (RTC) and the North Central Texas Council of
Governments have passed a resolution establishing a regional policy position regarding
the alignment of TTC 35 and
WlEIEREAS, the RTC and the North Central Texas Council of Governments' policy proposes atwo-
phased approach to the Trans-Texas Corridor alignment through the region; phase one
consisting of a route through the existing 360 corridor with improvements made to that
corridor and phase two resulting in an outer loop around the Fort Worth/Dallas Metroplex
once demand justifies such a loop; and
