NO. 3388-07 2006
NOMINATING A PORTION OF THE MORNINGSIDE NEIGHBORHOOD,
A5 DESCRIBED HEREIN,
FOR DESIGNATION AS A HISTORIC AND CULTURAL LANDMARK (HC) DISTRICT
WHEREAS a portion of the Mornmgside neighborhood, known as `Historic Morningside, is bounded
roughly by Interstate 35 on the west, Ramsey Street on the north, the Union Pacific railroad line on the east, and
Baker Street on the south, and is depicted on the map at Attachment A,
WHEREAS Historic Morningside constitutes an intact early-twentieth-century Fort Worth district
developed by John C Ryan, and contains awell-preserved collection of sturdy bungalows in the styles of Arts
and Crafts and Mission, English cottages, and unique vernacular architecture, which merit preservation as
elements of a diverse urban neighborhood,
WHEREAS Historic Mornmgside is home to the Tudor Revival style Mornmgside Elementary School
located at 2601 Evans Avenue, designed in 1935 by Earl T Glasgow with a recreation area designed by noted
landscape architects Hare and Hare;
WHEREAS Historic Mornmgside is also home to the Black House at 957 East Mulkey Street, a unique
jerkinhead brick bungalow constructed in 1923 by William McCaskill for John R. Black, an attorney
WHEREAS Historic Mornmgside celebrates the pivotal role of the African American professional m the
development of streetcar subdivisions m the central city after World War I, and
WHEREAS the Fort Worth City Council would like to consider this district for designation as a Historic
and Cultural Landmark (HC) District;
NOW, THEREFORE, BE IT RESOLVED BY THE FORT WORTH CITY COUNCIL:
That the City Council nominates Historic Morningside for designation as a Historic and Cultural
Landmark (HC) District and requests the City's Historic Preservation Officer to prepare an appropriate
application for public hearings to be conducted by the Historical and Cultural Landmarks Commission, the
Zoning Commission, and the City Council.
