HomeMy WebLinkAboutResolution 3397-08-2006A Resolution NO. 3397-08-2006 REGARDING THE CITIZENS' ADVISORY GROUP REESTABLISHING TIDE CHARTER OF THE CITIZENS' ADVISORY GROUP FOR THE SOUTHWEST PARKWAY, AND FILLING VACANCIES ON THE CITIZENS' ADVISORY GROUP WHEREAS, the proposed Southwest Parkway SH 121T (Project) is necessary to alleviate congestion, enhance regional mobility sustain economic development and enhance air quality and WHEREAS, on November 28, 2000, the City of Fort Worth {C~ty) entered unto an agreement with NTTA and TxDOT (2000 Tri-Party Agreement) concerning the funding for the Project, as well as the rights and obligations ofthe City NTTA and TxDOT (Project Partners) for the design, construction and operation of the Project; and WHEREAS, the 2000 Tri-Party Agreement requires a final agreement among the Project Partners before the Project shall commence; and WHEREAS, all parties to the 2000 Tri-Party Agreement have. committed to incorporating a high degree of aesthetic and urban design standards for the Project; and WHEREAS, the City established the Citizens Advisory Committee (CAC) and, subsequently the Project Development Team (PDT) to provide a process for stakeholder involvement related to the Schematic Design, aesthetic standards, urban design standards, as well as the desixed features and themes of the Project; and WHEREAS, the PDT building on the community process started by CAC, recommended a Preferred Design for the Project, as is delineated in the `Summary and Recommendations" of the January 2001 Transportation Design Study Report, which was adopted as the City's initial preferred design by the City Council in Resolution No 2693 and WHEREAS, the City Council, in Resolution No 2923 adopted a Locally Preferred Alternative (LPA) as the City's Preferred Design recommendation for the preparation of the Final Environmental Impact Statement (FE1S) under the federally mandated environmental clearance process pursuant to the National Environmental Policy Act (NEPA); and WHEREAS, the features, themes, and enhancements delineated in the PDT recommendations as modified ii the City's Locally Preferred Alternative, adopted by Resolution No 2923 are critical to the City's support far the Project; and WHEREAS, ongoing community input is critical to the overall success of the Project; and i~>I'1C~f +~iil' ~"~lili.'~" iii6T~f~'11°~ Resolution No. 3397-08-2006 WHEREAS, Resolution No 2923 adopted by the City Council stated that "the City shall establish a Citizens Advisory Group to provide a process for stakeholder involvement related to development of the Corndor Enhancement/Mitigation Master Plan as well as the completion and approval of the Project Schematic Design and the desired features and themes consistent with the Locally Preferred Alternative" and WHEREAS, on August l9 2003 (Resolution 2982), the City Council chartered and appointed the Citizens Advisory Gmup {CAG) to support unplementation of the City's Locally Preferred Alternative; and WHEREAS, the CAG developed a Nature & Character Plan for Southwest Parkway which the City's 121 Project Team used to negotiate with rts Project Partners, TxDOT and NTTA, the development of design guideluies specifically for the parkway- and WHEREAS, on December 29th, 2004 (C-3I 117}, the Ctty Council approved Amendment #2 to the 2000 Inter local Agreement, which established (i) design gwdelines specifically for the Southwest Parkway (ii) a process for the development of a Con-idor Master Plan, which will be integrated mto final Plans, Specifications and Estimates {PS&E) for the construction of the parkway and (iii) the right ofthe City to approve PS&E before construction commences; and WHEREAS, the Federal Highway Administration {FHWA) issued a Record of Decision {ROD) June 2005 clear~,ng the parkway environmentally for final design and construction, and declaring that the Corndor Master Plan "will be a crucial element in the project's eventual final design and construction" and recognizing the ongoing role of the CAG u~ the project development process; and WHEREAS, on October 25 2005 (Resolution 326b-10-2005}, the City Council approved the Corridor Master Plan, which was also approved by the other Project Partners, TxDOT and NTTA, and WHEREAS, NTTA has contracted with five engineering firms for the preparation of PS&E, and the City's Southwest Parkway Project Team is a full part~c~pant in monthly Technical Work Group meetings with the General Engineering Consultant for the parkway and the five engineering firms preparing PS&E, and WHEREAS, the CAG s ongoing involvement in the pro,}ect development process is critical to ensuring implementation of Fort Worth's vision for the Southwest Parkway NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS CITY tiF lI"~~.'~`' ~ii1`~~'t~`lEi Resolution No. 3397-08-2006 1 The Citizens Advisory Group is hereby re-charted to facilitate ongoing community involvement for the City during the PS&E process on the following items: a. Implementation ofthe Nature & Character Plan and the Corridor Master Plan b Development of Art opportunities in partnership with the Fort Worth Arts Council c. Neighborhood-Specific issues such as walls, landscaping, buffers at the Main Lane Toll Plaza and the Trinity River Vision d. Final Plans prior to City Council consideration for adoption 2. The City Council hereby appoints the following persons to serve on the CAG a. The mayor appoints Susanna Olmos-Soto b Councilmember District 6 Jungus Jordan appoints Tony Stutts c.
