III. Briefing on the Rental Assistance Demonstration Program and Redevelopment of
Public Housing—Naomi Byrne,Fort Worth Housing Solutions President
Ms. Byrne provided a briefing on the Rental Assistance Demonstration (RAD) Program and
Redevelopment of Public Housing. She noted that the Fort Worth Housing Authority (FWHA)
envisions communities with quality affordable housing that provides the foundation to improve
lives including de-concentration of poverty in Public Housing by deploying low income units
throughout Fort Worth and the redevelopment of Butler and Cavile and surrounding areas
through RAD.
RAD transfers the ownership of the public housing units into the Public Housing Authority
(PHA) and provides the ability to transfer units/subsidy to other locations.
Ms. Byrne also addressed various options the PHA has for partnership with developers for RAD.
She also addressed the tax exempt status of Fort Worth Housing Solutions. She updated the
Council on the progress to date.
