Kayser, City Secretary With a quorum of the City Council Members present, Mayor Price called the Fort Worth City Council Work Session to order at 3:12 p.m. on Tuesday, March 7, 2017, in City Council Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. 1. Report of the City Manager- David Cooke, City Manager a. Changes to the City Council Agenda There will be an amendment to the Resolution related to the Walsh Ranch/Quail Valley PID. b. Upcoming and Recent Events No council meeting March 14, 2017. National League of Cities March 11-15, 2017, in Washington, DC. C. Organizational Updates and Employee Recognition(s) The two-person Directions Home Unit will now be part of the City Manager's Office, reporting to Assistant City Manager, Fernando Costa. d. Current Agenda Items - City Council Members There were no questions or comments on current agenda items. 3. Responses to Items Continued from a Previous Week a. M&C C-28124 - (COUNCIL DISTRICT 7 - Mayor Pro-Tem Shingleton) - Authorize Execution of Economic Development Program Agreement with the HOA Hotels, LLC, for a Hotel, Restaurant, and Retail Building Located at 3300 Camp Bowie Boulevard (Continued from February 21,2017 by Staff) This M&C will be withdrawn and the Council will consider a revised M&C. b. ZC-16-185 - (COUNCIL DISTRICT 7 - Mayor Pro-Tem Shingleton) - CADG WS44 LLC, 4621 Keller Hicks Road; From: " A-5" One-Family and " I" Light Industrial To: " A-5" One-Family (Recommended for Denial by the Zoning Commission) (Continued from December 6,2016 by Mayor Pro-Tem Shingleton) The applicant has requested a 90-day continuance to June 6, 2017. 4. Overview of Significant Zoning Cases - Dana Burandoff, Planning and Development 5. Briefing on 2016 Update and Overview from Local Chambers of Commerce a. Fort Worth Chamber of Commerce- Bill Thornton and Brandom Gengelbach b. Fort Worth Hispanic Chamber of Commerce-John Hernandez C. Fort Worth Metropolitan Black Chamber of Commerce- Dee.lennings The three Chambers provided a review of accomplishments from 2016 and updates on 2017 projects. 6. Briefing on Como Center—Susan Alanis, City Manager's Office Susan Alanis provided an update on the schedule, scope and budget for the Como Community Center and announced a partnership with the Carter Foundation. She also outlined next steps: Request for Proposals to engage a Construction Manager at Risk for pre-construction services, a grading plan for natural gas pipeline relocation, fundraising plan and Memorandum of Understanding with private partner for construction oversight and an operating partnership. Update on Homeless Camps—Fernando Costa, City Manager's Office Fernando Costa provided an update on the homeless camps. The City is addressing them by issuing trespass warnings, cleanup of the campsites and continued outreach to the homeless to connect them with services. 8. City Council Requests for Future Agenda Items and/or Reports Council Member Zimmerman—How much is the City spending on homelessness. Council Member Espino — Utilizing Dan Burton to look at transportation connectivity in preparation for the 2018 Bond Program. Council Member Dennis Shingleton — Support for Texas Motor Speedway and keeping the NASCAR racing dates here. There being no further business, Mayor Price adjourned the City Council Work Session at 4:41 p.m. These minutes approved by the Fort Worth City Council on the 21St of March, 2017.
