HomeMy WebLinkAboutResolution 3416-10-2006A Resolution ND 3416-10-2006 CREATING A FORT WORTH MAYOR'S ADVISORY TASK FORCE ON QUALITY AFFORDABLE HOUSING AND OUTLINING DUTIES OF THE TASK FORCE WHEREAS, the availability ofhigh-quality safe, decent and affordable housing is essential to good quality of life for all residents in Fort Worth; and WHEREAS, the issue of how to provide sufficient quality affordable housing for Fort Worth's residents is a serious concern and a priority for the City of Fort Worth's City Council ("City Council") and WHEREAS, Fort Worth has recently been the beneficiary of explosive growth in the housing sector, with an increase of 16% in the number of housing units over the past S years, however, many of the new units being developed are not affordable to families of modest means; and WHEREAS, housing affordability is generally defined as a payment of 30% of income or less for housing costs, and nearly 30% of families of moderate incomes (under $50,000 per year) pay more than 30% of their income for housing costs; and WHEREAS, the City Council desires to seek policy alternatives that will encourage and support the appropriate development of quality affordable housing throughout the community; and WHEREAS, to help identify such policy alternatives, the City Council proposes to seek the input and recommendations of experts in the fields of housing development, affordable housing finance, and the housing needs of low and moderate income families; and WHEREAS, the City Council is particularly interested in obtaining recommendations on the following issues: • Creation of a Housing Trust Fund to support development of quality affordable housing. • Exchange of City incentives in return for obtaining set-asides ofquality affordable housing units within developments ofmarket-rate housing ("mixed income housing"), and • Strategies for dispersion of publicly assisted quality affordable housing throughout the larger community NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS THAT• 1 The City Council hereby authorizes creation of a Mayor's Advisory Task Force on Affordable Housing (the "Task Force") and directs that its membership be made up of persons representing the interests of low and moderate income residents, for profit and non-profit housing developers, neighborhood associations, and the business, financial and philanthropic community 2. Membership on the Task Force shall include no more than 17 persons, including two City Council representatives, with the Chair to be designated by the Mayor 3 The City Council hereby di-ects the Task Force to develop recommendations on the following issues, for presentation in the form of reports to the City Council as outlined below The review of these topics shall include investigation of their legal and financial aspects as well as any factors in Fort Worth s current housing development and real estate market that may affect implementation of such policy recommendations. The final report should also include any proposals for the City's Legislative Agenda that may relate to these issues. a) Creation of a Housing Trust Fund to promote and support quality affordable housing development in the City including recommendations regarding dedicated funding sources for such a Trust Fund and a plan for the use of this Fund. This report is to be delivered to City Council by March 1 2007 b) Exchange of City incentives for set-asides of affordable housing within market-rate housing developments, known as `mixed income housing" with a report due to City Council by July 30, 2007 c) Dispersion of publicly assisted quality affordable housing throughout the community with a report due to Crty Council by July 30, 2007 4 The Crty Council hereby directs the City Manager to provide staff support to the Task Force through the Housing, Community Relations, Planning, Economic and Community Development and other appropriate departments, and to request assistance from the Fort Worth Housing Authority staff as needed. The City Council likewise duects the City Attorney to provide legal assistance to the Task Force, as needed. 5 The City Council hereby appoints the following people to the Mayor's Advisory Task Force on Affordable Housing: Councilmember Sal Es ino, District 2 Councilmember Kathleen Hicks,rtDistrict~`8 Madelyn Gibbs, Council Aide Distract 6 Tom Struhs, Residential Developer Ken Eberling, Downtown Fort Worth, Inc. Alex Jimenez, Chairman Fort Worth Housing Authority Doug Guilliland, Fort Worth Homebuilders Association Kelly Allen-Gray United Riverside Rebuilding Corporation Matthew Hudson, President League ofNeighborhoods Prentice Gary Carleton Residential Properties Resolution No 3416-10-2006 Valerie Williams, Senior Vice President Bank of America Val Willcie, Sid Richardson Foundation Estrus Tucker, Chairman Human Relations Commission Marty Martinez, Toro Realty LLC Dale Erwin, Greater Fort Worth Association of Realtors James Hams, James Harris Partners Ed Ipser, Market Analyst and Appraiser 6. The City Council hereby approves the appointment of Sal Espino to serve as Chair of the Task Force and Alex Jimenez to serve as Vice Chair of the Task Force.
