With a quorum of the City Council Members present, Mayor Price called the Fort Worth City
Council Work Session to order at 3:00 p.m. on Tuesday, March 21, 2017, in City Council
Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas.
1. Report of the City Manager- David Cooke, City Manager
a. Changes to the City Council Agenda
There were no changes to the City Council Agenda.
b. Upcoming and Recent Events
- Joint Meeting of the City Council and Advisory Commission on Ending Homelessness,
Monday, March 27, 2017, First Presbyterian Church, 1000 Penn Street, at 6:30 p.m.
- Council Bus Tour of Cavile/Stop Six, Tuesday, March 28, 2017, at 9:00 a.m.
C. Organizational Updates and Employee Recognition(s)
- Letter from Sunbelt CFX, the builders of the new hotel in Stockyards, regarding the
City's permitting process and timely service
- Letter received from a young man from MHMR's Green Team, complimenting recycling
program and how he would like to get involved
- Letter from Arbor Day Foundation notifying City that Fort Worth selected once again as
a Tree City USA

4. Progress Report on Fort Worth Public Art Master Plan Update — Barbara
Goldstein and Jessica Cusick, Proiect Consultants
Assistant City Manager Fernando Costa provided opening comments and introduced Barbara
Goldstein who provided a progress report on the Fort Worth Public Art Master Plan, its
successes and challenges, opportunities for growth and how the City leadership and community
members envision it in the future.
5. Briefing on Sexual Assaults and Homicides and Strategies for Prevention —
Assistant Chief Kenneth Dean
Chief Kenneth Dean, Fort Worth Police Department, briefed the Council on homicides and
sexual assault offense data from 2015 to 2016. The briefing included information of the number
of offenses, arrests, victim relationships and homicide motives along with prevention strategies
and educational efforts of the Police Department.
6. Briefing on Fort Worth Botanic Garden Strategic Plan Phase One Implementation
—Richard Zavala, Park and Recreation Department
Mr. Richard Zavala, Park and Recreation Department, provided an update on the Fort Worth
Botanic Garden Strategic Plan, Phase I, including earned revenues, staff and operational
expenses.

7. Briefing on Capital Public Improvement District Policy — Jay Chapa, City
Manager's Office
Assistant City Manager Jay Chapa briefed the Council on the Capital PID Policy that was
determined to be needed by the creation of the Quail Valley PID (Walsh Ranch Development)
and Rock Creek PID (Walton Development in support of Tarleton FW campus). He advised that
staff recommended the adoption of the Capital PID Policy to provide guidance on the creation of
future PIDs and to ensure use of PID as a development tool for regional infrastructure that
supports future PID-wide development.
8. Update on Use of City Right-of-Way and Property for Infrastructure Related to
Wireless Communication Services — Dana Burghdoff, Planning and Development
Department, and Denis McElroy, Law Department
Dana Burghdoff, Planning and Development and Denis McElroy, Law Department, provided a
briefing on the growing demand of small cell technology and the use of the City Right-of-Way
and infrastructure property and provided information on:
- Small Cell Technology
- Issues and Concerns of Stakeholders
- Status of Technology and Providers
- Current Status of the PUC review of the issue
- 85th Legislature Possible Action on Small Cells and ROW
- Update on Status
9. City Council Requests for Future Agenda Items and/or Reports
- Council Member Allen Gray Update on alley way mowing and how citizens can
register complaint; plan of action to obtain body cameras if grant funding not received
(Ref: M&C C-28152).
- Council Member Espino — Updates by Lake Worth, White Settlement and Castleberry
ISDs on objectives and successes this year during Work Session meetings.
- Council Member Bivens — Briefing on when TXDoT will resume work on Rosedale to
not impede Cavile revitalization; responsibility of maintenance on state highways.
- Mayor - Update on status of the City and County 911 program
- Council Member Zadeh— Briefing by One Safe Place at future Work Session.
