RECOMMENDATION: It is recommended that the City Council authorize the City Manager to execute an engineering agreement with Kimley-Hom and Associates, Inc., in the amount of $613,919 for Water and Sanitary Sewer Relocations for SH-121T (Southwest Parkway), Part Two from Hulen Street to Alta Mesa Boulevard. DISCUSSION: On December 8, 1998 (M&C C-17178), the City Council authorized the City Manager to execute an interlocal agreement between the City, Texas Department of Transportation (TXDOT) and the North Texas Tollway Authority (NTTA) concerning the development of the Southwest Parkway (SH121T) as a turnpike project from I.H. 30 (Summit Avenue) to Alta Mesa Boulevard. The agreement provided for the City to relocate conflicting City-owned utilities and to extend City-owned utilities to the outside boundary of the right-of-way. In order to expedite design and construction, the overall project was divided into the following parts: Part One, from Hulen Street to Summit Avenue; and Part Two, from Hulen Street to Alta Mesa Boulevard. This project, Part Two, consists of the preparation of plans and specifications for the necessary water/sanitary sewer relocations and extensions required for the construction of the proposed Southwest Parkway (SH-121T) as an access control roadwayttoll road from Hulen Street to Alta Mesa Boulevard. The project will be designed and constructed to meet the schedule projected for the NTTA SH-121T roadway construction projects. Construction of the tollway is expected to be advertised in concurrent contracts with the tllway anticipated to be open in late 2008. The City received proposals from thirteen local engineering firms, in response to a request for proposals for the design of this project. A selection committee comprised of Water and Engineering Department staff reviewed the proposals and considers Kimley-Hom and Associates, Inc. to be the most qualified for the design of this particular project. Kimley-Hom and Associates, Inc. proposes to perform the necessary design work for a lump sum fee of $613,919. City staff considers this fee to be fair and reasonable for the scope of services proposed. In addition to the contract amount, $104,250 (water. $54,450 and sewer. $49,800) is required for project management by the Engineering Department. http://www.cfwnet.org/council_packet/Reports/mc_print.asp 4/6/2005 rage z or Kimley-Horn and Associates, Inc. is in compliance with the City's M/WBE Ordinance by committing to 23% MI BE participation. The City's goal on the project is 22%. This project is located in COUNCIL DISTRICTS 3 and 6, Mapsco 88, 89 and 116. FISCAL INFORMATION/CERTIFICATION: The Finance Director certifies that funds will be available in the current capital budgets, as appropriated, of the Water and Sewer Capital Project Funds.
