WHEREAS, The City of Fort Worth finds rt in the best interest of the citizens of Fort Worth that
the Narcotics Detector Canine Program be operated begtnnmg m the year 2007 and continuing through
the life of the narcotfcs detector canine, and
WHEREAS, The City of Fort Worth agrees to provide $9,500 for the said project as required by
the Division of Crtmmal Justice grant application, and
WHEREAS, The City of Fort Worth agrees that in the event of loss or misuse of the Crimfnal
Justice Division funds, the City of Fort Worth assures that the funds will be returned to the Crtmmal
Justice Division m full.
WHEREAS The City of Fort Worth designates the Assistant City Manager over the Police
Department, Joe Pantagua, as the grantee s authorized official. The authorized official is given the
power to apply for accept, reject, alter or terminate the grant on behalf of the applicant agency
WHEREAS The City of Fort Worth approves submission of the grant application for Narcotics
Detector Canine Program to the Office of the Governor Criminal Justice Division.
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
WORTH, TEXAS that the City of Fort Worth approves submission of the grant application for
Narcotics Detector,Canine Program to the Office of the Governor Criminal Justice Division.

RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to apply for and accept, if awarded an Office of the Governor Criminal
Justice Division DB-Byrne Formula Grant in the amount of $38 000 for the Narcotics Detector Canine
Program
2. Certify to the Office of the Governor Criminal Justice Division that the grant application contains true
and accurate information
3 Approve $9 500 in matching funds by transferring funds from the State Awarded Assets Undesignated
Fund Balance to the Grants Fund
4 Authorize the City Manager to designate the Assistant City Manager who manages the Police
Department as the authorized official to accept, alter or terminate the grant on behalf of the City
5 Adopt the attached Resolution approving submission of the grant, providing for matching funds
providing assurance funds will be returned to the Criminal Justice Division (CJD) in full in the event of loss
or misuse of grant funds, and
6 Adopt the attached appropriation increasing estimated receipts and appropriations in the Grants Fund
by $38 000 subject to receipt of the grant.
:DISCUSSION
This grant provides the Narcotics Section of the Police Department with the opportunity to expand and
augment its current program with a narcotics detector canine Currently the Narcotics Section does not
have a narcotics detector canine and specially trained dogs are not always available from other
entities This hinders the investigative ability of the Narcotics team to interdict illegal substances On
several occasions, investigations could not progress due to the absence of probable cause which a
narcotics canine detector may have provided
Canines trained to detect the scent of illegal substances are useful as they utilize their acute sense of smell
to penetrate many hiding places which are inaccessible to other detection methods. While drug traffickers

are constantly attempting to find more sophisticated ways of smuggling illegal drugs, the scenting abilities of
sniffer dogs provide the only means of locating well-hidden narcotics
If approved the City will receive $28 500 from the Office of the Governor Criminal Justice Division and the
City will provide the matching funds of $9 500 from the State Awarded Assets Fund for a total award of
$38 000 Authorization of the grant application allows implementation of the Narcotics Detector Canine
program with the program beginning upon receipt of the awarded monies and ending one year from
inception
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon approval of the above recommendations, adoption of the attached
appropriation ordinance and receipt of the grant, funds will be available in the current operating budget, as
appropriated of the Grant Funds.
