HomeMy WebLinkAboutResolution 3443-12-2006A Resolution N4 3443-12 2006 A RESOLUTION AUTHORIZING THE CITY MANAGER TO SEEK AND DISTRIBUTE STATE FUNDS, PURSUANT TO CHAPTER 398, "MEASURES TO SUPPORT MUNICIPAL AND COUNTY SPECIAL EVENTS" OF THE LOCAL GOVERNMENT CODE WHEREAS, Texas Senate Bill 1253 amending Subtitle C Titfe 12 the Local Govemment Code by adding Chapter 398 Measures to Support Municipal and County Special Events became effective September 1 2005 providing special event economic development incentives to a host community and WHEREAS, the City of Fort Worth, as a host community is eligible to receive the lesser of one-hall of the amount of Iota! expenses or one-half of the amount of the anticipated increase in State sales tax receipts from the State of Texas as defined in Chapter 398 of the Local Government Code in support special events, and WHEREAS, the City of Fort Worth and the State of Texas may benefit directly from this state law by utilizing state funds to augment local incentives for the purpose(s) of retaining events in our city and our state that are being courted by other cities located in other states, and by enhancing these events so that they have more prestige and draw more contestants and attendees, and WHEREAS, Chapter 398 of the Local Government Code allows for the use of any funds received from the state under this law for the fallowing expenditures. • Providing security specifically for the event; • Providing public transportation and #raffic management services for the event; • Providing or renting public facilities and the utilities associated with the use of the facilities during the event; • Preparing or maintaining a contract associated with conducting the event; • Providing maintenance and janitorial services in preparation for during or an completion of the evenfi; • Developing or providing a special promotion incentive or award for or associated with the event; and • Any other activity or item authorized in the special event plan approved under state law WHEREAS, the City of Fort Worth and the State of Texas may benefit indirectly from this new state law from an increase in tourism resulting from the retention or the attraction of events to our city and state that will Likely have the effect of• • An increase in uti{ized hotel rooms which has a positive impact on the Hotel Occupancy Tax; and Rr enlntinn Nn ~dd~_17 7Mh • An increase in general sales and consumption, which has a positive impact on the local and state sales tax; and • An increase in the length of time a show is in Fort Worth facilities, which increases the local facility rental revenue. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS, THAT 1 The City Manager is authorized to submit applications to the State Comptroller to seek state funds, pursuant to Chapter 398 of the Local Govemment Code for the purpose of utilizing any funds received to assist in enhancing special events with a goal of increasing participation and attendance and benefiting the economy of Fort Worth and the State of Texas, and 2. The City Manager is authorized to negotiate contracts, not to exceed the amount of state funds received through Chapter 398 of the Local Government Code, with the explicit guidance that the application and the contract be developed so as to maximize the state funds coming back to the City to support the special events.
