AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN AN AMOUNT UP TO
$100,000.00 SUBJECT TO RECEIPT OF ADDITIONAL GRANT FUNDS FROM
THE TEXAS DEPARTMENT OF AGRICULTURE FOR THE YEAR 2008
SUMMER FOOD SERVICE PROGRAM; PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2007-
2008 and in the Budget of the City Manager, there shall also be increased estimated receipts and

grant funds from the Texas Department of Agriculture for the Year 2008 Summer Food Service
Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 17749 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Acceptance of Additional Grant Funds in an Amount up to $100,000.00 from the Texas
Department of Agriculture for the Year 2008 Summer Food Service Program, Apply Indirect Costs
and Adopt Appropriation Ordinance

It is recommended that the City Council:
1. Authorize the City Manager to accept additional grant funds from the Texas Department of Agriculture in
an amount up to $100,000.00 for the Fiscal Year 2008 Summer Food Service Program;
2. Apply indirect costs to the additional grant funds at a rate of 19.18 percent, which represents the most
recently approved rate for this department, and apply the new approved rate when available; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in an amount up to $100,000.00 subject to receipt of the additional funds.
DISCUSSION:
On April 28, 2008, the City Council approved M&C C-22787 authorizing application for and acceptance of a
grant from the Texas Department of Agriculture (TDA) requesting up to $600,500.00 for the Year 2008
Summer Food Service Program (SFSP). The SFSP provides nutritious lunches and snacks, prepared and
delivered by a private vendor, to youths 18 years of age and younger and residents of low-income housing.
Initially the Parks and Community Services Department (PACSD) projected that 160,500 lunches and
190,500 snacks would be served to approximately 7,300 children participants at 52 sites during the .period
from June 16, 2008, through August 22, 2008. However, the number of sites has increased from 52 to 54
and the number of children participating has increased to 7,500. PACSD now projects that 202,610 lunches
and 204,980 snacks will be served.
The PACSD, Community Services Division will administer the SFSP according to guidelines established by
the TDA and the United States Department of Agriculture.
This program serves ALL COUNCIL DISTRICTS.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval and execution of the above recommendations and
adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as
appropriated, of the Grants Fund. No matching funds are required from the City.
