AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS OPERATING FEDERAL FUND IN THE
AMOUNT OF $232,650.00 FOR THE PURPOSE OF FUNDING THE STATE OF
TEXAS, OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION FOR
THE BODY-WORN CAMERA GRANT PROGRAM; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2016-2017 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants
Operating Federal Fund in the amount of$232,650.00 for the purpose of funding the State of Texas, Office
of the Governor,Criminal Justice Division for the Body-Worn Camera Grant Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair
the remaining portions,sections,or parts of sections of this ordinance,which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 22393-09-2016 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations,in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Ratify Application for and Authorize Acceptance of, if Awarded, the Fiscal Year 2017 CJD Body-Worn
Camera Grant Program in the Amount of$186,120.00 from the State of Texas, Office of the Governor,
Criminal Justice Division, Authorize Execution of Related Grant Agreement, Authorize Transfer in the
Amount of $46,530.00 from the Crime Control and Prevention District to the Grants Fund for the City's
Match Requirement, Adopt Resolution and Adopt Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Ratify the application for and authorize the acceptance of, if awarded, Fiscal Year 2017 CJD Body-
Worn Camera Grant Program in the Amount of$186,120.00 from the State of Texas, Office of the
Governor, Criminal Justice Division;
2. Authorize the execution of a Grant Agreement with the State of Texas, Office of the Governor, Criminal
Justice Division for the Body-Worn Camera Grant Program:
3. Authorize a transfer in the amount of$46,530.00 from the Crime Control and Prevention District to the
Grants Fund for the City's grant match requirement;
4. Adopt the attached resolution for acceptance of grant funds in the amount of$186,120.00 and to make
assurances as required by the State of Texas, Office of the Governor, Criminal Justice Division; and
5. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Operating Federal Fund in the amount of$232,650.00 upon receipt of the grant.
DISCUSSION:
The City of Fort Worth is requesting 150 new body-worn cameras to help accomplish the goal of supplying
all sworn personnel with the Fort Worth Police Department with a body-worn camera device. The goal of
this grant is to provide body-worn camera systems to 150 graduating recruits throughout the grant period.
The City of Fort Worth Police Department, due to Fort Worth's expansive size, structure, and rapidly
growing population, must be trained and properly equipped at all times to respond effectively to varying
types of incidences. Graduating recruits immediately join the Patrol Division after field training, and are
required to stay in the Patrol Division, on average, for two-to-four years. The key role of the Patrol Division
is to act as primary responders providing assistance to the public. The department utilizes body-worn
digital recording devices to help create and ensure accountability, transparency, and security for situations
involving citizen contact. It also helps to ensure proper and consistent service is continually provided.
Body-worn cameras are proven to be an essential piece of technology for police departments. Currently,

the City of Fort Worth has purchased and deployed approximately 750 body-worn cameras and has
uploaded over 120,000 pieces of evidence into its storage system. The use of body-worn cameras is
essential to investigating crimes and achieving the goal of maintaining the safety and security of Fort
Worth's citizens and officers.
This application is equipment only, therefore, indirect costs do not apply.
This contract will be with a governmental entity, state agency or public institution of higher education:
(Office of the Governor).
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations, receipt of the grant
and adoption of the attached appropriation ordinance, funds will be available in the current operating
budget, as appropriated, of the Grants Operating Federal Fund. Grant funds will be available on a
reimbursement basis.
