AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE AMOUNT OF $203,219.00 IN THE PARK
DEDICATION FEES FUND, FROM AVAILABLE FUNDS, FOR THE PURPOSE
OF FUNDING A TRANSFER TO THE GENERAL FUND TO OFFSET
OPERATION AND OVERSIGHT COSTS ASSOCIATED WITH MANAGEMENT
OF THE NEIGHBORHOOD AND COMMUNITY PARK DEDICATION POLICY;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2016-2017 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the amount
of$203,219.00, in the Park Dedication Fees Fund,from available funds,for the purpose of funding a transfer
to the General Fund to offset operation and oversight costs associated with management of the Neighborhood
and Community Park Dedication Policy.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair
the remaining portions, sections,or parts of sections of this ordinance,which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 22394-09-2016 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Park Dedication Fees Fund in the amount of$203,219.00 from available funds; and
2. Authorize the transfer in the amount of$203,219.00 from the Park Dedication Fees Fund to the General
Fund to offset operation and oversight costs associated with management of the Neighborhood and
Community Park Dedication Policy.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to authorize the transfer of funds from
the Park Dedication Fees Fund to the General Fund to offset the costs related to the management of the
Neighborhood and Community Park Dedication Policy (Policy). The revenue included in this M&C from the
Park Dedication Fees Fund was included in the Fiscal Year 2017 appropriation ordinance that was
adopted by the City Council on September 13, 2016.
The Policy ensures the provision of adequate park and recreational areas with needed facilities in the form
of neighborhood and community parks to serve population increases resulting from the addition of new
residential units in the City. Park development fees that are paid by the developer in lieu of making land
dedications are placed in an interest bearing account and are used to achieve the Policy's objectives.
Beginning with the Fiscal Year 2010 adopted budget, costs for program oversight and operation were
eliminated from the General Fund. Correspondingly, these costs were identified for payment from interest
income earned on the policy fees collected. Expenses associated with the operation and management of
the program include salary and benefits of the Park and Recreation Department employees that
administer the program.
This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations, and adoption of the
attached appropriation ordinance, available funds within the Parks Dedication Fee Fund will be transferred
