Dear Mr. Mir:
Black & Veatch Corporation
September 1, 2000
P.N. 63824, B-1.0
Subject: Contract Amendment Request for
tagecoach Pump Station Improvements
Following completion of Phase 1, Preliminary Engineering Study and Cost Estimate and
subsequent meetings with Water Department Staff regarding the Project Engineering
Report, the design of a new pumping station was identified. Design of a new pumping
station verses rehabilitation of the existing pump station was identified as the most
economical and reliable alternative. In addition to design of a new pumping station,
other requested increases to the current scope of work include changes to pump station
and storage tank piping, platting the pump station property and design of surge pressure
relief system for Westside III pressure plane and Westside III system evaluation. The
enclosed Memo of August 30, 2000 discusses the changes in project scope of work and
engineering design costs.
We are requesting a contract amendment in the amount of $76,500. This amendment
request will increase the total fee from $137,894 to $214,394. The enclosed Attachment
A to the existing contract includes the additional engineering design efforts. Also
enclosed is a new Attachment B that modifies the current lump sum method of
compensation to an hourly basis as discussed in previous review meeting. We are
acceptable to the current lump sum basis of compensation or changing to an hourly
basis. The enclosed Attachment A Scope of Services will replace the current
Attachment A in the Contract. The enclosed Attachment B can be substituted into the
current contract if you prefer to change the current method of compensation.
Thank you for considering this contract amendment request and should you require any
additionai information, please feel free to contact me.

SUBJECT AMENDMENT NO. 1 TO THE ENGINEERING AGREEMENT WITH BLACK AND
VEATCH CORPORATION FOR DESIGN OF THE STAGECOACH PUMP STATION
IMPROVEMENTS
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute Amendment No. 1 to the
engineering contract with the Black and Veatch Corporation for Design of the Stagecoach Pump Station
Improvements for a total fee of $76,500, increasing the agreement amount from $137,894 to $214,394.

On January 4, 2000 (M&C C-17810), the City Council authorized the City Manager to execute an
engineering agreement with Black and Veatch Corporation for the design of the Stagecoach Pump
Station improvements. The contract scope included renovation of the existing building, electrical
improvements, including replacement of obsolete switchgear, replacement of the smallest pump (2
MGD - million gallons per day) with a larger pump (6.3 MGD), and evaluation of the remaining 6.3 MGD
pumps for possible repair or replacement.
Amendment No. 1 is for the additional cost of designing a larger pump station with an interior bridge
crane (for removal of pumps and motors for maintenance), which will allow additional pumps to be
installed for future water requirements in lieu of expansion of the old pump station. In addition, the
Westside III pressure plane will be evaluated for possible backup systems for both the Westland Tank
and the Stage Coach Pump Station and water pressure surge protection.
The project is located in COUNCIL DISTRICT 7.
Black and Veatch Corporation is in compliance with the City's M/WBE ordinance by committing to an
additional 25% M/WBE participation on this Amendment No. 1.
FISCAL INFORMATION/CERTIFICATION:
