DIRECTING THE CITY MANAGER TO FINANCE, UTILIZING A
COMBINATION OF BOND FUNDING AND OTHER DEBT INSTRUMENTS,
THE CONSTRUCTION OF THREE FIRE STATIONS IN THE FAR NORTH
AND NORTHWEST PART OF THE CITY
WHEREAS, on February 7 2004 the citizens of Fort Worth approved a citywide bond
program that included funding for two fire stations and land acquisition for a third station to be
generally located in the far north and northwest part of the city and
WHEREAS, on April 12 2005 Fire Chief Charles Gaines with concurrence from the City
Manager's Office recommended in a City Council briefing the construction of three stations in the
far north and northwest areas of the City and
WHEREAS, the recommendation by the
construction of a fire station in the 287 corridor
area and the construction of a third station in
demand for service merit its construction and
Fire Chief specifically called for the immediate
construction of a fire station in the Harriet Creek
the Sendera Ranch area when population and
WHEREAS, this recommendation represents a change from the bond program considered
by the voters in February 2004 in that the approved program anticipated the construction of a 287
corridor fire station and a second station for the Sendera Ranch area with no provision for a fire
station in the Harriet Creek area and
WHEREAS the current fire load and the extended response times in the Harriet Creek area
warrant the immediate development and construction of a fire station in this far north section of
Fort Worth and
WHEREAS the City Council generally agreed with the Chief Gaines recommendation to
proceed with a 287 corridor fire station but asked that the recommendation on Harriet Creek and
Sendera Ranch be delayed pending further review of the fire load and future development and
growth patterns of the respective areas, and
WHEREAS, the City Manager and staff have again reviewed the fire load and development
patterns of the respective areas as well as the debt service requirements to finance a third station
and continue to recommend the construction of three fire stations, one each in the 287 corridor the
Harriet Creek area and Sendera Ranch all within the timetable of the current bond program
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH TEXAS

That the City Council concurs with the Fire Chiefs and the City Manager's recommendation
to construct three fire stations in the far north and northwest part of the City so long as the
original intent of the bond program is fulfilled by constructing a fire station in the 287 corridor
and the Sendera Ranch area as communicated in the citizen briefings leading up to the
February 2004 election and
2 That the City Council instructs the City Manager and staff to carefully examine the City's
debt capacity and the operational costs that will impact the budget as decisions are made to
finance, construct, equip and staff the three stations, and
3 That the City Council directs the City Manager given consideration to all the factors above
to proceed with construction of fire stations in the 287 corridor and the Harriet Creek area
as soon as possible and to prepare documents, for Council approval at the appropriate
time to finance and construct a third station in the Senders Ranch area no later than Fiscal
Year 2008-2009 utilizing a combination of available bond funds and other debt instruments.
