CITY COUNCIL WORK SESSION

With a quorum of the City Council Members present, Mayor Price called the Fort Worth City
Council Work Session to order at 3:01 p.m. on Tuesday, March 28, 2017, in City Council
Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas.
1. Report of the City Manager-David Cooke, City Manager
a. Changes to the City Council Agenda
- M&C L-16018: Discussion section amended to change the annual rate for the City's
lease of space.
- M&C C-28160: Withdrawn from the agenda; new M&C will be considered at a later
date.
- M&C C-28161: Withdrawn from the agenda; new M&C will be considered at a later
date.
b. Upcoming and Recent Events
- Cancellation of April 18, 2017, Council meeting. Motion will be made to amend the
resolution to cancel just the Work Session and still conduct the City Council meeting.
- Secretary of HUD, Dr. Ben Carson, will be visiting HUD office in Fort Worth as well as
touring Fort Worth on March 30, 2017.

- Sixth Patrol Division Groundbreaking Ceremony, April 3, 2017, at 10:00 a.m., 8755 N.
Riverside Drive (formerly Old Denton Road.
- Cowtown Great American Clean-Up, April 1, 2017.
- Mayfest 2017, May 4-7, 2017, at Trinity Park. Elizabeth Basham, Mayfest Executive
Director,provided a brief summary of events.
C. Organizational Updates and Employee Recognition(s)
- Mayor Price stated that she had received a text from Steve Townsend, Commissioner J.D.
Johnson's assistant, complementing the customer service provided by Misty Leeper,
Planning and Development Department.

2. Current Agenda Items - City Council Members
- There were no continents or questions on current agenda items.
3. Responses to Items Continued from a Previous Week
a. M&C L-16016 - (FUTURE COUNCIL DISTRICT 7 - Mayor Pro-Tem
Shingleton) - Consider Approval of a Timetable and Conduct Public Hearing for
Proposed Owner-Initiated Annexation of Approximately 827.09 Acres of Land in
Tarrant County, Located in the Eagle Mountain 8W and 10 Limited-Purpose
Annexation Area, in the Far Northwest Planning Sector (Continued from March
21,2017, by Mayor Pro tem Shingleton)
- Mayor Pro tem Shingleton advised that he would take action on this M&C at the Council
meeting.
4. Presentation of the 2016 Comprehensive Annual Financial Report — Aaron Bovos,
Finance, and Kevin. Sanford, Weaver and Tidwell
-..,,Aaron Bovos, CFO, provided a summary of the CAFR and introduced Kevin Sanford,
Partner with Weaver and Tidwell, who provided the Independent Auditor's Report on the
City's 2016 CAFR,

5. City Council Requests for Future Agenda Items and/or Reports
- Council Member Allen Gray, requested the Police Department provide a presentation on
human trafficking in the City.
- Council Member Jordan requested the Fire Department and Planning and Development
Department provide a presentation on the City's International Building Codes pertaining to
the vulnerability, of apartment buildings to fires.
- Council Member Bivens requested the Communication and Public Engagement Office
provide information on public involvement during the City's annual the budget process and
2018 Bond Program. She also requested and update on employee relations in the Police
Department Report.
- Council Member Zimmerman requested a report on investigation of lead in water pipes.
6. Executive Session (CITY COUNCIL CONFERENCE ROOM, CITY HALL,
ROOM 290
There being no further business, Mayor Price adjourned the City Council Work Session at
3:49 p.m.
