WHEREAS, the City of Fort Worth (City) and Parson Water and
Infrastructure, Inc. , (Engineer) made and entered into City
Secretary Contract No. 31257, (the Contract) which was authorized
by the City Council by M&C C-20470 on the 24th day of January, 2005
and subsequently revised by three previous amendments; and
WHEREAS, the Contract involves engineering services for the
following project:
Water and Sanitary Sewer Main Replacements on Throckmorton
Street and 14th Street.
WHEREAS, it has become necessary to execute Amendment No. 4 to
said Contract to include an increased scope of work and revised
maximum fee;
NOW THEREFORE, City and Engineer, acting herein by and through
their duly authorized representatives, enter into the following
agreement which amends the Contract:
1.
Article I , of the Contract is amended to include the addition-
al engineering services specified in M&C C-21333, adopted by the
City Council on 7th day of March, 2006, and further amplified in a
proposal letter dated January 5, 2006, copies of which are both
attached hereto and incorporated herein. The cost to City for the
additional services to be performed by Engineer total $16,540.54 .

Article II, of the Contract is amended to provide for an
increase in the maximum fee to be paid to Engineer for all work and
services performed under the Contract, as amended, so that the
total fee paid by the City for all work and services shall not
exceed the sum of $121,244 . 69.

All other provisions of the Contract which are not expressly
amended herein shall remain in full force and effect.

Water and Sanitary Sewer Replacement - Throckmorton St. and 14`h St.
Dear Mr. Chaubey:
We are submitting this contract amendment request to cover the cost of out-of-
scope services and additional costs for traffic control for the geotechnical investigation.
The out-of-scope services include: (1) developing a traffic control plan which will require
five sheets; (2) coordinating with area businesses to minimize impacts to domestic water,
cooling systems, and fire protection systems when water lines are taken out of service for
tie-ins; (3) coordination with the storm drain consultant; and (4) updating the project
master schedule. The cost for the additional engineering services is $16,540.54. Of this
amount, $1,984.86 is for additional engineering services related to the water line, and
$14,555.68 is for additional engineering services related to the sanitary sewer. A
breakdown of the costs is attached. Therefore, we request an amendment in this amount
to cover the costs of the additional engineering.

Adopt Appropriation Ordinance and Authorize Execution of Amendment No. 4 to Engineering
Agreement with Parsons Water and Infrastructure, Inc., for Water and Sanitary Sewer Main
Replacements on Throckmorton Street and 14th Street (City Project No. 00136)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the transfer of $16,540.54 from the Water and Sewer Operating Fund to the Water Capital
Projects Fund in the amount of$1,984.86 and Sewer Capital Projects Fund in the amount of$14,555.68;
2. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the
Water Capital Projects Fund in the amount of$1,984.86 and the Sewer Capital Projects Fund in the amount
of$14,555.68; and
3. Authorize the City Manager to execute Amendment No. 4 to City Secretary Contract No. 31257 with
Parsons Water and Infrastructure, Inc., in the amount of $16,540.54 to provide additional engineering
services, thereby increasing the contract amount to $121,244.99. Subsequent amendments, if necessary,
will be processed administratively up to a $25,000 total.
DISCUSSION:
On January 4, 2005 (MRC C-20470), the City Council authorized an engineering agreement with Parsons
Water and Infrastructure, Inc., in the amount of $81,319.98 for Water and Sanitary Sewer Main
Replacements on Throckmorton Street and 14th Street.
The agreement was subsequently revised by three previous amendments totaling $23,384.47 as follows:
. Amendment No.1 (City Secretary No. 31943) in the amount of $3,205.00 and administratively
approved by the City Manager on June 14, 2005, provided for additional survey on the project;
. Amendment No. 2 (City Secretary No. 32224) in the amount of $10,132.98 and administratively
approved by the City Manager on August 18, 2005, allowed for the preparation of alternate
alignments for utilities and additional topographic survey on the project; and
. Amendment No. 3 (City Secretary No. 32908) in the amount of $10,046.49 and administratively
approved by the City Manager on December 19, 2005, provided for additional subsurface exploratory
excavation in order to ascertain the exact locations of existing conflicting utilities. vF 1�jAll I Hv�a�i

Amendment No. 4 will allow Parsons Water and Infrastructure, Inc., to develop a traffic control plan,
coordinate with the City's other consultant for the storm drain, paving and traffic signal improvements,
develop a plan to minimize disruption of water service to adjacent properties during construction of the
water main and conduct additional exploratory excavation for the sewer main.
Parsons Water and Infrastructure, Inc. proposes to provide the additional design services for a fee of
$16,540.54. Staff considers this amount to be fair and reasonable.
The project is located in Council District 9, Mapsco 77A.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations, completion of
recommendation No. 1, and adoption of the attached appropriation ordinance, funds will be available in the
current capital budget, as appropriated, of the Water Capital Projects and the Sewer Capital Projects
Funds.
