WHEREAS, there are vanous matters concerning employment benefits staff would like to received
advice and guidance m responding to and
WHEREAS because of the extraordinary importance of the issues raised, and because the City seeks to
avoid any conflicts of interest, rt is necessary to retain outside legal counsel to represent
the City m this case; and
WHEREAS, Gary Ingram and James Gnffin of the law firm Jackson Walker possesses the required
knowledge and expertise in the labor and employment benefit issues and have agreed to
represent the City
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS
That Gary Ingram and James Gnffin, pursuant to Section 3 Chapter VI of the City Charter are
employed to represent the City of Fort Worth in the labor and employment issues and to advise the City
Attorney m matters relating thereto

That, as far as practicable, the compensation to be paid to Gary Ingram and James Gnffin for
their services is hereby fixed m an amount not to exceed $60 000 00

Adopt Resolution Authorizing Employment of Outside Counsel to Assist the City in Various Matters
Concerning Employment Benefits
RECOMMENDATION
It is recommended that the City Council:
1 Authorize the City Manager to retain Gary Ingram and James Griffin of the law firm of Jackson Walker
as outside counsel pursuant to Chapter VI Section 3 of the City Charter to assist the City Attorney in
various matters concerning employment benefits and to represent the City in any litigation concerning such
matters and
2. Adopt the resolution fixing in advance as far as practicable the amount to be paid to Gary Ingram and
James Griffin in an amount not to exceed $60 000

DISCUSSION
There are various legal issues concerning the City's employment benefits. In order to effectively address
these issues staff will need to receive advice and guidance in responding to those issues and in
representing the City in any litigation involving those issues
Because of the extraordinary importance of the issues it is the opinion of the City Attorney that outside
legal counsel with knowledge and expertise in matters involving labor and employment issues be retained
to advise the City Attorney
