AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $110,000.00,
SUBJECT TO APPROVAL OF GRANT AND RECEIPT OF FUNDS, FOR THE
PURPOSE OF PERFORMING ADDITIONAL ENGINEERING SERVICES
ASSOCIATED WITH THE FEMA FISCAL YEAR 2014 COOPERATING
TECHNICAL PARTNERS PROGRAM MAPPING SERVICES GRANT FUNDS
AWARDED IN 2014.; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES;REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2016-2017 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount of$110,000.00, subject to approval of grant and receipt of funds, for the purpose of
Performing Additional Engineering Services Associated with the FEMA Fiscal Year 2014 Cooperating
Technical Partners Program Mapping Services Grant Funds Awarded in 2014.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair
the remaining portions, sections,or parts of sections of this ordinance,which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 22393-09-2016 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Amendment No. 1 to the Professional Services Agreement with Halff Associates, Inc., in an
Amount Not to Exceed $110,000.00 to Perform Additional Engineering Services Associated with the FEMA
Fiscal Year 2014 Cooperating Technical Partners Program Mapping Services Grant Funds Awarded in
2014 and Adopt Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize Amendment#1 of the Professional Services Agreement with Halff Associates, Inc., in an
amount not to exceed $110,000.00 for the FEMA Fiscal Year 2014 Cooperating Technical Partners
Program Mapping Services;
2. Authorize the transfer of$110,000.00 from the Stormwater Utility Fund to the Grants Fund as a cash
match for the grant; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount of$110,000.00 as additional local match for this grant.
DISCUSSION:
The purpose of this Mayor and Council Communication is to authorize Amendment#1 to the Professional
Services Agreement with Halff Associates, Inc., to produce flood insurance rate maps and other flood
hazard information under the Federal Emergency Management Agency (FEMA) Fiscal Year 2014
Cooperating Technical Partners (CTP) Program Mapping Services Grant Funds. The additional work will
be entirely funded through budgeted Stormwater Utility funds specified for CTP tasks.
On August 12, 2014, (M&C C-26915) the City Council approved the application for a grant from FEMA, in
the amount up to $350,000.00, for the CTP program. On October 21, 2014, (M&C C-27047) the City
Council approved the acceptance of a grant from FEMA in the amount up to $350,000.00 and approved
an appropriation ordinance for the required local match for this grant of$120,000.00. The contract for the
original services was authorized in the March 17, 2015 City Council meeting (M&C C-27228).
The engineering services recommended by this amendment include additional hydrologic and hydraulic
analyses and related tasks necessary to include eleven constructed bridges not identified in the FEMA
effective models. Halff Associates, Inc., proposes to perform the additional services identified in the
Amendment for a lump sum fee of$110,000.00. Staff has determined the proposed fee to be reasonable
for the scope of services required.
M/WBE Office - Halff Associates, Inc., is in compliance with the City's BDE Ordinance by committing to an

additional 10 percent SBE participation on this amendment no. 1. The City's SBE goal on this amendment
is 10 percent.
This program serves ALL COUNCIL DISTRICTS.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance, funds will be available in the Fiscal Year 2017 operating budget, as
appropriated, of the Grants Fund. Prior to an expenditure being made, the participating department has
the responsibility to validate the availability of funds.
