HomeMy WebLinkAboutOrdinance 22674-04-2017 ORDINANCE NO.22674-04-2017 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE AIRPORT GRANTS FUND IN THE AMOUNT OF $1,110,000.00, SUBJECT TO APPROVAL OF GRANT AND RECEIPT OF FUNDS, SUBJECT TO APPROVAL OF GRANT AND RECEIPT OF FUNDS, FOR THE PURPOSE OF FUNDING FOR VARIOUS PROJECTS AT FORT WORTH ALLIANCE AIRPORT.; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2016-2017 in the Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Airport Grants Fund in the amount of$1,110,000.00,subject to approval of grant and receipt of funds,for the purpose of funding for Various Projects at Fort Worth Alliance Airport. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair the remaining portions, sections,or parts of sections of this ordinance,which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 22393-09-2016 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the application for and acceptance of a grant, if awarded, from the Federal Aviation Administration in an amount up to $1,000,000.00 for various projects at Fort Worth Alliance Airport; 2. Authorize the use of land credits in an amount up to $110,000.00 for the City's in-kind local match of ten percent of the project cost; and 3. Adopt the appropriation ordinance increasing the estimated receipts and appropriations in the Airport Grants Fund in the amount of$1,110,000.00, subject to receipt of the grant. DISCUSSION: Each year Fort Worth Alliance Airport is eligible to receive Airport Cargo Entitlement funds from the FAA based on the amount of cargo activity from the previous calendar year and discretionary dollars available in the Airport Improvement Program. The total amount of entitlement funds available to Fort Worth Alliance Airport this year is an amount up to $1,000,000.00. This year the Fiscal Year 2017 Cargo Entitlement grant will be used to rehabilitate Runway 16L and 16R shoulders, create a pavement management plan, design Runway 16L centerline lights, fog seal shoulders, rehab Taxiway A centerline lights, and cover expenses related to the extension of Runways 16L and 16R. Existing land credits remaining from the original land donation for Fort Worth Alliance Airport will be used for the City's 10 percent in-kind match. If the grant is approved, the value of the remaining land credits will be $14,357,563.66. This grant is not subject to indirect costs because no salary expenses are included in the grant. The Aviation Advisory Board recommended approval of this action on November 17, 2016. Fort Worth Alliance Airport is located in COUNCIL DISTRICT 7, Mapsco 7L.
