AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $99,703.00,
SUBJECT TO RECEIPT OF FUNDS, FOR REIMBURSABLE FUNDS FOR THE
POLICE DEPARTMENT'S PARTICIPATION IN THE UNITED STATES
MARSHALS SERVICE VIOLENT OFFENDER TASK FORCE;PROVIDING FOR
A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2016-2017 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount of $99,703.00, subject to receipt of funds, for reimbursable funds for the Police
Department's participation in the United States Marshals Service Violent Offender Task Force.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 22393-09-2016 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Approve Continuation of Memorandum of Understanding with the United States Marshals Service for the
Police Department's Participation in the Violent Offender Task Force for Fiscal Year 2017 and Adopt
Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Approve continuation of the Memorandum of Understanding with the United States Marshals Service
for participation by the Police Department's Fugitive Unit in the Violent Offender Task Force; and
2. Adopt the attached ordinance increasing estimated receipts and appropriations in the Grants Fund in
the amount of$99,703.00, subject to receipt of funds, for reimbursable funds for the Police Department
participation in the task force.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to authorize actions associated with the
Police Department Fugitive Unit's continued participation in the United States Marshals Service (USMS)
Violent Offender Task Force (Task Force or VOTF).
The Fugitive Unit has participated in this USMS Task Force for many years. (M&Cs C-24625, C-02556, C-
27111, City Secretary Contract Nos. 41389, 47968). The Memorandum of Understanding is entered into
pursuant to the Presidential Threat Protection Act of 2000 (Public L. 106544; 28 U.S.C. §566 note), which
provides for the establishment of permanent Fugitive Apprehension Task Forces consisting of Federal,
State and local law enforcement authorities in designated regions of the United States, to be directed and
coordinated by the United States Marshals Service, for the purpose of locating and apprehending
fugitives.
The City receives asset forfeiture funds from the USMS to reimburse a portion of the City's expenditures
associated with participation in the Task Force. Reimbursement is limited to overtime expenses related to
the VOTF. The City of Fort Worth will be responsible for officer salaries and associated fringe
benefits. Indirect expenses are not eligible for reimbursement.
Approval of this M&C authorizes continued participation and adopts an appropriation ordinance to account
for expenses reimbursed for Fiscal Year 2017.
This contract will be with a governmental entity, state agency or public institution of higher
education: United States Marshals Service.

FISCAL INFORMATION /CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations, receipt of funding and
adoption of the attached appropriation ordinance, funds will be available in the current operating budget,
as appropriated, of the Grants Operating Other Fund.
