HomeMy WebLinkAboutResolution 3266-10-2005A RESOLUTION No. 3266-10-2005 ADOPTING THE CORRIDOR MASTER PLAN FOR THE SOUTHWEST PARKWAY (SH-121). WHEREAS, the Southwest Parkway (SH 121) is necessary to alleviate congestion, enhance regional mobility sustain economic development and enhance air quality and rt shall be designed and constructed to protect and enhance adjacent neighborhoods and natural assets, and WHEREAS, on December 8 1998 the Fort Worth City Council authorized the negotiation and execution of an agreement with the North Texas Tollway Authority (NTTA) and the Texas Department of Transportation (TxDOT) concermng the development of the Project; and WHEREAS, on November 28, 2000 the City of Fort Worth (City} entered into an agreement with NTTA and TxDOT (2000 Tri Party Agreement) concerning the funding for the Project, as well as the rights and obligations of the City NTTA and TxDOT (Project Partners} for the design, construction and operation of the Project; and WHEREAS, February 25 2003 (Resolution 2923) the City Council adopted a Locally Preferred Alternative for the design of the Southwest Parkway based on the work of the Citizens Advisory Committee and the Project Development Team, and WHEREAS, on November 11 2003 (Resolution 3009), the City Council chartered and appointed the Citizens Advisory Group to support implementation of the City's Locally Preferred Alternative, and WHEREAS, the Citizens Advisory Group developed a Nature & Character Plan for Southwest Parkway which the City's 121 Project Team used to negotiate with its Project Partners, TxDOT and NTTA, the development of design guidelines specifically for the parkway and WHEREAS, on December 7 2004 (M&C 20435 Contract C 31117), the City Council approved Amendment #2 to the 2000 Tri Party Agreement, which established (i) design guidelines specifically for the Southwest Parkway (ii) a process for the development of a Corridor Master Plan, which will be integrated into final Plans, Specifications and Estimates (PS&E) for the construction of the parkway and (iii) the right of the City to approve PS&E before construction commences, and WHEREAS, the Federal Highway Admimstration (FHWA) issued a Record of Decision (ROD) on June 13 2005 clearing the parkway environmentally for final design and construction, and declaring that the Corndor Master Plan `will be a crucial element in the project's eventual final design and construction and _ -_ c r ,~ - Resolution No. 3266-10-2005 WHEREAS, the Proposed Final Corndor Master Plan provides for complementary design elements and additional funding through coordination with Streams & Valleys, Inc. and the Tarrant Regional Water Distract for the Trinity River Vision within and adjacent to the nght-of way of the parkway and WHEREAS, the Project Partners have developed a Proposed Final Corndor Master Plan and will be bringing rt forward for consideration by the Project Partners respective governing bodies, and WHEREAS, the Citizens' Advisory Group has approved the Proposed Final Corridor Master Plan, and WHEREAS, the City's 121 Project team recommends adoptnon of the Proposed Final Corndor Master Plan, and NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS 1) The City adopts the Proposed Final Corndor Master Plan for the Southwest Parkway and the City Council authonzes the Crty Manager or his designee to accept any techntcal amendments consistent with the intent of the Proposed Final Corridor Master Plan. 2) The Citizens Advisory Group is hereby re-charted to facilntate ongoing community involvement for the City during the PS&E process; and the City Manager or his designee is hereby directed (a) to develop a specific plan of action for the Citizens Advisory Group s work, and (b) to bring forth for appointment persons to fill vacancies on the Citizens Advisory Group as needed.
